Airport Improvement Program AIP Federal-aid Airport System National Plan of an Integrated Airport System (NPIAS) The NPIAS identifies, for Congress and the public, the composition of a national system of airports together with the airport development and costs necessary that will be needed over the next 10 years

  8. Airport Improvement Program – Planned Development Development Work 2010 – 2013 Total Cost roughly $40 Billion AIP Funded $16 Billion Land Acquisition & Relocation Assistance for Airport Development, 2010 - 2013 About the same, say 5% - $800 million AIP Funded

How is an Airport Project defined? • Includes all necessary components & tasks to provide required functional utility, satisfying the Overall Development Objective (ODO) • One ODO for single or multi-phase project • Runway extension (ODO) may include: • Environmental Assessment • Project Design • Land Acquisition (Concurrent/Prior) • Relocating NAVAIDS • Parallel Taxiway • Hold Apron • Construction of Extension • Lighting, Marking, Signage, etc • Commissioned

  10. 2010 Program Issues / Expectations • FAA NextGen Initiatives – Investing billions in system improvements thru 2018. Transforms ATC to Satellite Based System. Develops High Density Airports. http://www.faa.gov/about/initiatives/nextgen/ • Green Infrastructure Policy – Will affect FAA eligible cost guidance • Decrease in commercial air traffic due to economy – less local airport revenues – Projects Delayed. • Lack of Reauthorization. Slowing needed changes for program funding improvements. • Noise Compatibility Projects – Contraction of Noise Exposure affects mitigation projects. • Noise Land Disposal – FAA completing review of plans. Standard operating procedures needed.

Airport Land Project Certification System (ALPCS) • Web Resident Document Management and Certification System • Airport Sponsor Use to Manage their Land Projects • Will be Hosted on FAA Server • Property Owner and Displaced Person access to request assistance and submit claims • Will provide Certification of Uniform Act Compliance to FAA • FAA Project Manager Access for Reviews / Grant Actions • Compatible with FAA electronic Airport Layout Plan (eALP) / GIS compatible • Land Disposal Component • Testing and Implementation at FAA Field Offices 2010

Airport Cooperative Research Program (ACRP) Legal Research ACRP 11-01, Study Topic 2-01, “Obstructions Affecting Navigable Airspace/ the Implications of not Declaring Structures to be Hazardous Obstructions Affecting Navigable Airspace/TERPS” How airspace restrictions maybe enforced on property underlying airport approaches or effecting airport use. ACRP 11-01, Study Topic 2-02, Use and Success of Avigation Easements and Other Tools for Airport Compatible Land Use and Development of Model Language .
