Airport Improvement Program AIP Federal-aid Airport System National Plan of an Integrated Airport System (NPIAS) The NPIAS identifies, for Congress and the public, the composition of a national system of airports together with the airport development and costs necessary that will be needed over the next 10 years

How is an Airport Project defined? • Includes all necessary components & tasks to provide required functional utility, satisfying the Overall Development Objective (ODO) • One ODO for single or multi-phase project • Runway extension (ODO) may include: • Environmental Assessment • Project Design • Land Acquisition (Concurrent/Prior) • Relocating NAVAIDS • Parallel Taxiway • Hold Apron • Construction of Extension • Lighting, Marking, Signage, etc • Commissioned

Noise Land Disposal Background • Concerns 106+ Airports with over 5000 acres of Acquired Noise Land • 2005 OIG Audit Found Need for Improvement in FAA Monitoring and Sponsor Management of Noise Land • 2008 FAA Disposal/Re-use Guidance Issued • Requirements for Airport Sponsors Inventory and Re-use/Disposal Plans • Airports may Retain Land for Airport/Aeronautical Use • Unneeded Land Must be Disposed for Compatible Development • FAA Acceptance of Inventories and Re-use Plans – FY 2008/09 • Since 2006 Inventory and Re-use Plan Required at Project Close-out

  13. Noise Land Disposal Region Guidance to be Issued! Compliance Schedule • April 2007. The 11 airports included in the 2005 OIG audit submitted their noise land Inventory by April 2007. • March 2009. The 11 airports must submit their Re-Use Plan to FAA. • October 2009. Other airports with pre-2006 noise land grants submit Inventory and Reuse Plan. • Noise land acquisition grants issued in FY 2006 or later. Noise Land Inventories and Reuse Plans must be completed or updated by project completion, in accordance with the grant special condition. • Ongoing Monitoring. FAA will routinely monitor compliance and disposal progress as documented on accepted current inventory and reuse plan.

FAA Airport Land Projects – Current Initiatives • Airport Land Project Certification System (ALPCS) – FY 09/10 • Web Resident Document Management and Certification System • Work flow models taken from ongoing airport projects (Thank you PHX) • Airport Sponsor Use to Manage their Land Projects • Will be Hosted on FAA Server • Property Owner and Displaced Person access to request assistance and submit claims • Will provide Certification of Uniform Act Compliance to FAA • FAA Project Manager Access for Reviews / Grant Actions • Compatible with FAA electronic Airport Layout Plan (eALP) / GIS compatible • Land Disposal Component • Provide Outreach to Airport Sponsors and the Acquisition/Relocation Industry – IRWA and FAA Regional Conferences
