Anti-Communism • JFK continued the anti-Communist foreign policy that was set in place by both Truman and Eisenhower • JFK led the country to believe that we possessed less nuclear missiles than the Soviet Union • Increased spending of nuclear arms • Tried to convince Khrushchev to ban nuclear testing

  3. Anti-Communism • JFK also wanted to improve America’s ability to respond to threats abroad • In certain parts of the world Communist groups fought to take control of their nation’s government • The Soviet Union would step into help • Guerrilla warfare was used • Fighting in small groups using tactics such as sudden ambushes

  4. New Approach • U.S. needed a new approach to fighting guerrilla wars • JFK introduced flexible response • Relied on special military units trained to fight guerrilla war • Green Berets • Special forces provided the president with troops ready to fight guerrilla warfare anywhere in the world

  5. Poverty • Communist promises are attractive in countries stricken with poverty • JFK realized this and decided the provide aid to those countries • March 1, 1961 • Executive Order signed creating the Peace Corps
