  1. Special Investigation Service (STT) 1997 saw the establishment of STT under the Ministry of the Interior; In 2000, the Law on STT was adopted that made STT accountable only to the President and the Seimas (Parliament); Every year STT files around 100 criminal cases.

  2. National Anti-Corruption Programme In 2002, the National Anti-Corruption Programme was initiated; STT is the main coordinator of the Programme; The Programme comprises more than 200 measures;

  3. Tasks of the Programme (1) ensuring effective and long-term fight against corruption, as well as effective implementation and necessary funding of the measures foreseen; establishing anti-corruption strategic provisions to disclose persons suspected of corruption offences, and enforcing the principle of inevitable legal responsibility of offenders;

  4. Tasks of the Programme (2) identifying the areas mostly affected by corruption as well as the conditions for corruption to occur and spread, eliminating flaws and inconsistencies of the legislation, prioritizing the fight against corruption and developing analytical system to collect and process data on corruption instances in the public administration, legal, financial, economic fields and private sector; by various means promoting intolerance to corruption, establishing close co-operation with non-governmental organizations and the media;

  5. Tasks of the Programme (3) developing and incorporating anti-corruption curricula into the education system; ensuring openness and legibility of anti-corruption measures, investigating of corruption-related offences in compliance with the privacy requirements and the protection of the state secret, etc.

  6. STT and Public Education (1) STT closely cooperates with non-governmental youth, educational and other public organizations: Lithuanian Chapter of Transparency International, Free Market Institute of Lithuania, Lithuanian Confederation of Industrialists and others; Methodological recommendations for anti-corruption education in secondary schools are drafted together with representatives of the Ministry of Education and Science,

  7. STT and Public Education (2) In 2002, a one-week anti-corruption campaign was organized, anti-corruption declarations were signed; In 2002, a competition for the best anti-corruption articles of investigative journalism was arranged involving national and local media journalists.

  8. STT and Public Education(3) Compulsory courses on anti-corruption education for senior officials have been launched; In 2002, the UNDP representative and the STT Director signed a document providing for a two-year four-fold anti-corruption project.

  9. STT and Corruption Prevention STT has initiated and actively participated in drafting of the Code of Conduct for Policy Makers currently under consideration in the Seimas. Also, STT assisted in drafting of the Code of Conduct for Public Servants and other relevant provisions. On the STT initiative, the Law of the Republic of Lithuania on Corruption Prevention was adopted.
