  6. Karnataka Panchayathraj 1993 Section 58 1-A III Provides Grama Panchayath to the extent of grant available by Maintaining Water Supply works either on its own or by Annual Contract by generating adquate resources.

  7. Karnataka Panchayathraj 1993 Section 199 (2) Grama Panchayth has the Power to levy charges of Drinking Water and other purpose.

  8. Under Provision of Karnataka Panchayathraj act 1993 Section 78 The Grama Panchayth may make by laws for conserving and preventing injury to sources and means of wate supply and appliances for distribution of water supply.

  9. Under Provision of Karnataka Panchayathraj act 1993 Section 77 The Grama Panchayth has the power to control and provide pure and sufficient water supply to public and private purposes.

  10. Govt. vide order No.RDP/843/RWS/2003 Dated:01-10-2005 has formulated guidelines for formation of joint committee for managing multi village water supply scheme. The constitution composition of joint committee and duty and responsibility of the joint committee are defined in above circular.

  11. The joint committee shall have the following members. • Chief Executive Officers as Chairman. • Executive Engineer, PRED as Member. • President of the G.P. is the Joint Committee Member. • Project Manager as Member • A.E.E. PRED of Concerned Taluk as Member Secretary.

  12. The Joint Committee put the Water user charges in the separate Bank Account Jointly operated by President and Member Secretary. • The Joint committee is responsible for operation and maintenance of Multi Village Scheme. • The Joint Committee is responsible for assisting and providing house connection, billing, collection of water tariff and customer compliant and responsible for maintenance. • Under the Head of Account- Substainability programme Multi Village Schemes for providing Water Supply to 11 Villages of Malavoor Village has been taken up from Gurpura River

  13. GramaPanchayath has the power to issue notice for misuse and contamination under section 77(3).

  14. The Status of Water Supply in D.K.District of Karnatka In D.K.District there are 5 Taluks, 203 Grama Panchayaths, 368 Villages, 3592 Habitations. • The Rural Population of D.K.District is 13.09 lakhs • There are 2,62,112 House Hold in D.K. District.

  15. 963 Mini Water Supply Scheme 989 Pipe Water Supply Scheme and 5219 Handpump is working in the District. • 46490 house hold has been provided induvidual Water Meters. • 39087 house hold without Water Meter. • The Water Supply consumption charges is Rs.4178677/-, But Rs.3218486/- collected per month. • In the D.K.District Rs. 15,20,487/- spent on Salary of Pump Operatior and Rs. 54,31,385/- is spent on Electricity Rs.18,70,483 spent on maintenance. The total expenditure for providing water is Rs.88,22,355/-. • The Water Supply consumption charges of Rs.41,78,677/- and maintenance of Rs.88,22,355/- with difference of Rs.46,43,678/-.

Problems • Scattered habitation distribution • Being coastal area, drinking water turns saline during summer. • Pilferage of drinking water for agricultural purposes. • Unequal distribution of drinking water. • Constant complaints about inadequate supply of drinking water. • Diversion of development funds towards maintenance of scheme.

Tariff - Domestic users. • Beneficiary contribution for the scheme Rs. 1500/- per household • All expenditure from main line upto household to be borne by the beneficiary ( Pipe Line, Meter, chamber, Gate valve) • Monthly minimum Rs. 50/- per connection. • Rs.1/- per K.L. up to 10 K.L. • Rs.2/- per K.L. from 10 K.L. up to 25 K.L. • Rs.3/- per K.L. from 25 K.L. up to 50 K.L.

EFFECTS OF EXPERIMENTS • There is an excess of income over expenditure to the tune of Rs. 1,64,111/- • 6 Anganawadis & 5 Educational institutions are provided water free of cost. • Heavy penalty levied for un authorized connections. • 100% Energy consumption bills paid, in time • Over flow connections, minimise water wastage. • Inter connection among raising mains • Diversion of drinking water for non drinking purpose is controlled. • Community owns asset

  29. Case Study No 2 Guthakadu of Kinnigoli Grama Panchayath • Under Kinnigoli, there are 6 habitations, which are managed by different water supply committees. Among them the one case of Guthagadu is presented now. • This scheme is being maintained by the committee since November 2002 .

  34. Amtoor Keshava Nagar & Amtoor junction water supply scheme of Golthamajalu Grama Panchayath

  35. Amtur Keshava Nagar • Prior to metering • 25,000 Ltr water Tank filled twice a day. • Still people not satisfied about supply of water. • Houses in upper reaches did not get enough water.

  36. After metering • 25,000 Ltr water tank filled once in two days • 24x7 water supply ensured. • Households in upper reaches get enough water. • All stake holders are happy.

  37. Both these Amtoor junction & Amtoor Keshava Nagar are different habitations with widely scattered houses. The existing scheme is old one. Prior to metering of the connections storage tank of 25,000 Ltrs. was not enough to cater a days need. Lot of pilferage was observed. After the metered connections 24X7 water supply is made available to the habitations even though the tank is filled once in two days.

  38. It is a common notion that O & M of water supply, drinking water supply is always a loss business. But in the above case studies we see the reverse of it. This is due to farsightedness, metering the connections, strict enforcement of rules, awareness among the public.

Conclusions • Over a period of ten years 128 GPs out of 203 GPs have metered connections • No. of metered connections has increased to 46490, • Experiments has successfully brought in equity , accountabilty and improved efficiency • It can be easily replicated in clustered habitations. • Active community involvement in O &M
