  1. MOD-001 Update for TSS August 2011 Tom Duane

MOD-029 Modification Required • Problem with “Flow Limited Paths” discussed at previous TSS meetings and recent update provided at July Joint MIC, OC, PCC Meeting. • Short Term Fix: NERC Enforcement issued Waiver which allowed “Flow Limited Paths” to continue being rated based on practices of the past. This is not applicable for “Reliability Limited” paths. • Long Term Fix: NERC envisions a permanent solution via a SAR (Standard Authorization Request)

Current and Near Term Activities • Steps towards long-term fix being coordinated by Joint Initiatives Group (Columbia Grid, Northern Tier, WestConnect) and CAISO by developing an Issue Paper and draft SAR Document. • Smaller group doing majority of work on drafting the Issues Paper. • Once discussion draft is complete, solicit input from a broader stakeholder collaborative including eastern entities using MOD-029. • Keep NERC and WECC informed of activities and progress.

  4. Issue Paper Topics • Problem Statement • Demonstration of current MOD-029 short comings. • Proposed solutions • Demonstrate that proposed changes: • Do not degrade reliability • Solve the problem • Do not create new problems

Proposed Solution • Modify to address contract or scheduled paths that cannot be stressed to a reliability limit. • Studies to show that a schedule is accommodated without causing reliability problems. • Methodology will allow schedules to be studied in a manner similar to analysis of proposed new resource injections up to the lower of where a reliability limit is found or a path SOL (likely thermal limit) is exceeded. • Various details to be worked out. • Also see July Joint MIC, OC, PCC MOD-029 Presentation

  6. Next Steps • Next small group meeting to continue drafting Issues Paper on Friday August 26 – will be used for discussions with all stakeholders participating in larger Joint Initiatives group. • Complete and distribute draft white paper for input from other affected/interested stakeholders. Will require some outreach to eastern entities. • Work with Stakeholders, WECC and NERC to define timeline and process steps for a SAR. • Ultimately develop a SAR and begin NERC process.
