May 14 RMS Meeting • RMS Voting Items: • Market Credit Risk Standard • RMS adopted the following: • RMS is opposed to setting a credit risk appetite until it is known exactly how the metric will be utilized, and that RMS is very concerned about the use of a credit model that is based on untestable assumptions. • NPRR126, Section 19, Synchronization of Zonal Protocols • RMS recommended approval and stated that there was no need to include timelines around when Texas SET document are required to be posted to the MIS.

May 14 RMS Meeting • RO PPL Funds Release • ERCOT asked for the release of $2.27M from the RO PPL • Due to Nodal, only three projects from RO PPL will be worked in 2008 and the rest will be deferred to 2009 • RMS had several concerns: • Members wanted to know where the money would go • ERCOT stated there were no current requests • In the past, released funds have gone to the IO or CO cart • If going to the CO cart for the ERCOT facilities project, RMS wanted the facilities budget item for 2009 be reduced • RMS members had several suggestions for where the money should go: Advanced Metering, Retail System Enhancements • Concern was expressed about slide in ERCOT’s 2009 Budget presentation to the Board of Directors • Stated that the Advanced Metering project was excluded from the 2009 Budget

May 14 RMS Meeting • RO PPL Funds Release (cont.) • RMS tabled and agreed to send email to RMS to ask for input on where the money should be allocated and RMS leadership would provide the input to ERCOT • Market Participants input included the following: • Advanced Metering Project • Improve ERCOT Retail Systems including redundancy • Additional Retail Test Environment • RMS leadership attended the F&A and Board meeting to express concern about the reallocation and funding for Advanced Metering • Slide presented to the Board was corrected to reflect the four Advanced Metering projects on the RO & MO PPLs for 2009

May 14 RMS Meeting • RO PPL Funds Release (cont.) • RMS Leadership met with ERCOT Staff to review all the concerns of the RMS members • ERCOT staff stressed that the Advanced Metering project would be properly funded • Also reaffirmed there no additional retail projects could be undertaken due to Nodal constraints • ERCOT was asked to provide an update to RMS on how/if the Nodal delay would impact this constraint • The item will be up for vote again at RMS this month • Leadership comfortable with recommending approval of the funds release

  6. AMIT Update • ERCOT will submit RFP later this month seeking input on alternatives that will support long term (market-wide) approach for facilitating settlement on 15-minute usage data from advanced meters

AMIT Update • ERCOT Settlement and Interim Solutions Discussion  (this is where most if not all of the focus has been since the May 8 TAC meeting) • Market Participants have been defining requirements and assigning tasks to support development of interim solution to support settlement processes as advanced meter are deployed • CNP and Oncor have both filed deployment plans; TNMP will file later this summer and AEP plans to file late 3rd quarter • An interim solution is necessary to support the benefits of 15 minute settlement  (improved forecasting, accuracy of settlement, etc.) and will be supported by an automated spreadsheet process where the TDSPs deliver the granular usage data to ERCOT outside the Texas SET transaction process • ERCOT has announced they will be able to process 15 minute level data at a rate of 30,000 ad day or 900,000 a month by the end of 2008.  This is up from their current capability of 50,000/month.

National Power Mass Transition Completion(cont.) • Total ESI IDs dropped due to Mass Transition – 15160 • 15077 complete – 99% complete • Approximately 6000 were sent to a designated CR • 60 still pending (in review or scheduled) • ERCOT with TDSPs to monitor for completion • ERCOT continuing to work with TDSPs on out-of-synch or exceptions. • As of 6/3/08 AM – 10 ESI IDs.
