  6. Problem: Living Conditions • Solutions • Progressives help tenement families to get a better living condition by setting up settlement. • Progressives passed housing regulations. That way city government can regulate the practices of landlords.

  7. Problem: Child Labor • Solution President William Taft passed the Children’s Bureau to ensure welfare of children.

City Level Reforms • The shame of the cities, wrote by Lincoln Steffens, to expose political corruption on many cities. • The book include the political bosses and the political machines. • Corrupt politicians always control the city government. Solution: • Progressives elected the honest mayors and hired professional city managers. • Progressives used the secret ballot which political bosses don’t know what voter voted.

  12. State Level Reforms Give the power back to people • Initiative – people are legislation • Referendum – people can vote on legislation • Recall – people can remove elected officials • 17th Amendment – direct election of senator

  15. Amendment 17 • 17th: provide direct election of senators

  16. Amendment 18 • 18th: Prohibiting the sale of alcohol
