SPIL Statutory Requirements Relating to Outreach Efforts • Section 704 of the Rehabilitation Act (as amended - now within WIA) related to the State Plan. • Under (l), “With respect to services and centers funded under this chapter, the plan shall set forth steps to be taken regarding outreach to populations that are unserved or underserved by programs under this title, including minority groups and urban and rural populations.” • Substantially addressed in SPIL Sections 1.2B (target populations) and 2.1B (geographic areas) and possibly 1.2A if you identify any goals/objectives actionable to the identified unserved/underserved need. • Under (n) Evaluation, two considerations:

SPIL Statutory Requirements Relating to Outreach Efforts, cont’d. • SPIL Evaluation: “The plan shall establish a method for the periodic evaluation of the effectiveness of the plan in meeting the objectives established in subsection (d) (related to the objectives), • Consumer Satisfaction: “…including evaluation of satisfaction by individuals with disabilities.” • Section 705 related to the Statewide Independent Living Council. • Under (c) Duties,The Council shall— (2) monitor, review, and evaluate the implementation of the State plan; • The council must develop and engage in SPIL monitoring activity.

New York SILC Overall Approach to Unserved/Underserved Populations • Creation of an Outreach Subcommittee to perform related responsibilities. • Creation of a Needs Assessment Committee (NAC) to develop a process, define the questions, identify the data, and pull findings together into a report. • Use the key findings from the needs assessment to drive the SPIL public input process (facilitation outline). • NAC key findings directly impact SPIL Sections 1.2B and 2.1B related to unserved/underserved target populations and geographic areas.

  5. New York SILC Overall Approach, cont’d. • NAC and public hearing priorities become actionable items in SPIL. • Outreach Subcommittee monitors progress of objectives/projects during year and evaluates progress of SPIL objectives at yearend with SPIL evaluator.

Outreach Subcommittee • The Outreach Subcommittee consists of five to seven members, meets every other month, to discuss issues related to unserved/underserved target populations. • The committee also addresses specific monitoring and evaluation responsibilities for SPIL objectives, especially related to the review of the capacity building grant opportunities and similar projects.

Outreach Subcommittee, cont’d. • Other projects include Deaf-Blind Support Service Providers (SSPs), Pat Figueroa Young Adult Sponsorships, and an understanding of the use of ARRA Part C funds. • Outreach advises on issues and communicates findings related to needs assessment. • See Outreach webpage: http://www.nysilc.org/outreach.htm

Needs Assessment Committee (NAC) • NYSILC Executive Director and consultant participated on the IL-Net six-week webinar course related to Needs Assessment Committees (NACs) to understand the process. • Process took about nine months to create such a committee, process, define the questions, identify the data, and pull findings together into a report. • Four key questions (Recognition to California SILC needs assessment and questions). I am going to highlight two: • What geographic areas are most in need of IL services? • What unserved/underserved ethnic, minority and disability communities are most in need of IL services? • Questions one & two (above) examined existing data, while questions three & four compiled results to survey responses.

Needs Assessment Committee, cont’d. • Question # 1: Geographic areas most in need of IL services (Recognition to California SILC needs assessment model): • Examine the IL network service data by county (A) compared to ACS Census data for the projected number of people with disabilities per county (B). • When (A) is divided by (B) it creates a penetration rate (a percentage), the ability to penetrate the community with services. • The lower the percentage, the greater the need.

  10. Needs Assessment Committee, cont’d. 2 • NYSILC had to FOIA all but one State agency for their institutional setting data. The NAC created a chart, Appendix II, Table 1.5A, that defines the State institutional population according to State agency/settings by county. The total number identified is 220,277. • This information was set into a column, total number State institutionalized population (C), when divided by (A) IL network service data by county, creates an inundation index. • This number reflects the potential of the community’s inundation if individuals were successfully transitioned. The higher the number, the greater the need.

  11. Needs Assessment Committee, cont’d. 3 • A relative ranking analysis was then utilized for each of the 62 counties based on their penetration and inundation rates. It helped to reconcile both urban and rural needs. The top ten counties in need of IL services are: • Livingston, Bronx, Queens, New York, Suffolk, Wyoming, Kings, Yates, Orleans, and Ontario. • Question # 2: Unserved/underserved target populations most in need of IL services: • In a comparison of center service and ACS/Census data on a percentage basis, the IL network needs to improve its outreach and ability to serve Hispanic/Latinos and Asians with disabilities.

  12. Needs Assessment Committee, cont’d. 4 • The center survey asked what groups were underserved. The top six identified were: • Male & female veterans with disabilities • Rural residents with disabilities • Homeless individuals with disabilities • Young adults with disabilities • Immigrants with disabilities.

NAC & Public Hearing Priorities Become Actionable Items in New SPIL • SPIL Committee meets six times a year to discuss priorities and work through significant issues to reach agreement. • The majority of the resources go toward two objectives/projects: • Statewide Systems Advocacy Network (SSAN)—14 sites with a statewide coordinator. • Self-sustaining capacity building grants targeting outreach to the unserved/underserved populations – 8 new grants.

NAC & Public Hearing Priorities Become Actionable Items in New SPIL, cont’d. • The SPIL also identifies the deaf-blind SSP and Part C ARRA funds as other ways the plan utilizes resources to address unserved/underserved needs (both carried over from previous SPIL). • See narrative middle of Outreach webpage on the SPIL.

Quarterly reports are sent to the DSU by the projects and shared with the SILC. • The Outreach Subcommittee reviews and discusses reports during committee meetings. • These project reports are included in council packets and referred to when the committee summarized business to the full group at full council meetings.

Outreach Subcommittee EvaluatesProgress of SPIL Objectives • SPIL objectives are assigned to appropriate committees for evaluation, facilitated by a SPIL Evaluator (Alan Krieger, consultant). • The SPIL Evaluator: • Discusses the upcoming evaluation with committee chairs. • Attends the start of an appropriate committee meeting to remind members of evaluation responsibilities. • Updates the evaluation forms for each objective, matching outcome targets to SPIL year.

  26. Outreach Subcommittee EvaluatesProgress of SPIL Objectives, cont’d. • The Outreach Subcommittee evaluates the capacity building and deaf-blind SSP objectives. Previously, they also reviewed the young adult sponsorships and statewide youth conference. • The committee responds to the questions on the evaluation forms for each objective. • The SPIL Committee makes an overall recommendation based on the collective information.

Outreach Subcommittee Evaluates Progress of SPIL Objectives, cont’d. 2 • The SPIL Evaluator compiles the collective information into a report. • The SPIL Committee reviews and approves the report. • The final report is submitted to the full council. Improvements to Consumer Satisfaction • First year of new SPIL, State Plan partners, through SILC subcommittee, work with CIL network on a statewide consumer satisfaction survey. • Methodology improved to be 15% of Consumer Service Records (CSR’s) for the year, or a minimum sample of at least 100. • Sent out using a three-tiered approach to sample (email, telephone/TTY, and direct mail solicitations). Defaults built into design.

  29. Improvements to Consumer Satisfaction, cont’d. • Intent to increase response rate of surveys and obtain increased feedback on consumer satisfaction. Keep track of undeliverable/no longer in service contact information for survey. Update lists. • Center uses information to verify/improve service. Statewide report developed by SILC on collective results.
