4. Concussion POE • Updated clarification • Intended only as guidance to COACHES and not officials • OK for trainer/coach to allow play • Physician OK is not needed • You can assist by bringing to their attention, if you recognize signs • Officials should not decide if player does not play/play

5. Hair Control Devices • Rubber bands, scrunchies, ribbons and other similar bands to hold hair back are NOT considered headbands • Do not have to be the same color of uniform or white or a single color • Not subject to logo restrictions • A ribbon, worn in addition to a hair-control device, is not allowed. • A ribbon worn as a hair-control device is permitted provided it is not judged to be dangerous or inappropriate

7. Coaches-Captains Pre-game Conference • Coaches - do you agree and verify that your players’ uniforms and equipment are legal and will be worn properly? - can we expect that you and your players will exhibit proper sporting behavior throughout the game? - the coaching box is marked and it is expected that you will adhere to the restrictions and privileges - any questions? • Captains - taunting and baiting is unacceptable and will be penalized - talk to your teammates and not the opponent - play well and good luck

8. Prep School Rules • 16 minute halves • Boys • 35 second shot clock • 4 - 60 second and 2 - 30 second timeouts • Girls • 30 second shot clock • 5 second closely guarded (HOLDING ONLY) anywhere on court, including backcourt • 5 – 60 second and no 30-second timeouts • backcourt violation applies once ball is in frontcourt, • 1st block on free throw lane is vacant

9. Shot Clock • Signals • Reset – whirling motion of pointed index finger above head • Violation – repeated tap of head with open palm • Reset • Floor violations • If kicking violation - reset to 15 if below 15, no reset if over 15 • Ball hits ring on try/tap AND team control is established • Opponent secures control of ball • Personal and technical fouls • Held ball and opponent has AP arrow • No Reset • Opponent touches/knocks away/knocks OB ball but no change in team control • Held ball but offense has AP arrow • Blocked try/tap or “air-ball” recovered by offense • Time-out granted by team in control of by official due to blood/injury • Double or simultaneous fouls and offense with team control

Pre-Game Discussion • Starts when assignment is made • Partner, teams • Travel arrangements – before and after game • Discussion during preliminary game • Discussion while getting dressed – use of IAABO pre-game conference card or personal notes as guide • Discussion during half-time • Discussion after game

Bd. 6 Protocol • Dress appropriately, arrive timely • Avoid potential conflict of interest before, during and after games (i.e. discussion with fans, coaches) • Varsity Officials – get there for JV game - offer critique but keep it short and direct Junior Varsity Officials - stay for varsity game - observe and listen, listen, listen - ask questions

16. Bd. 6 Protocol • Arrive on court 15 minutes before game • Take spots at 28 ft mark • Check book and meet with timer and scorers at 12 minutes or when available • Captains/coaches at 3-5 minutes or when all are available • Keep jackets on for national anthem • Hand over heart anthem during • Throw-it up; one toss so make it good • Stay away from table between periods. Go to designated spots. (page 30 – 2-person manual) • Meet as team away from table at halftime. Let coaches leave playing court even if they stay to talk or review scorebook. • End of game – acknowledge the score and leave quickly • Visit a Bd. 6 “discussion center”

20. Ratings Form Review Purpose - begin a process to help define and modify a draft form - educate members on how to observe and rate their peers Premises - there is no “expert” on Bd. 6 - we need to help each other

21. Ratings Form Review • Process - draft form with 10 rating areas (form is on website) - mandatory for this year only if you rate a member at 5. Must complete and submit at end of year. - encourage use by completing for each member observed after each game - similar form used in Bd. 6 summer camp - similar form used by CBCBO on Arbiter - rating areas – attitude/professionalism, mechanics, knowledge of rules, judgment/consistency, game control - Arbiter calculated final ratings - used rating cards prior to Arbiter

22. Ratings Form Review • 10 rating areas • reaction time, game management, intestinal fortitude, confidence, poise, consistency, judgment, cooperation, proper application of the rules, mechanics, appearance/conditioning - tonight we start with the first 3

23. Ratings Form Review - other issues to resolve - can the rating areas be combined (i.e. 10 to 5 areas) due to similarities - should the rating areas be weighted (Judgment at 30% vs. Appearance at 10%) - others – send info to Marlene Luebeck

Rating Areas • Reaction Time • Reacts quickly enough to make a decision at the moment of its occurrence • Makes quick and positive decisions, especially with respect to the “close ones” • Takes the time to prevent an error from being made • Does not mean a quick whistle, but rather a quick decision – hopefully a correct decision • Other ???

25. Rating Areas • Game Management • Demonstrates control so game moves smoothly as warranted • Performs accurate foul reporting and clock administration • Communicates with coaches, partners and table • Other ???
