  9. Treaty of Versailles Germany terribly embittered Hitler capitalized on desire to get revenge for humiliation suffered Terms of the Treaty were not enforced—reparations and militarization

  10. The Great Depression Helped bring militarists and dictators who made great promises to power

  11. Disunity among the non-fascists France demanded strict enforcement of the treaty Britain wanted to increase trade so they were milder US disillusioned by the war wanted to remain isolationist Russia was suspicious of everybody

  12. This lack of unity only made the dictators bolder

  13. Appeasement Europeans thought that giving in to the dictators would avoid war, but it only encouraged the dictators

And Asia in particular… US relations with Japan helped encourage militarists US territorial expansion in the Pacific Insistence on the Open Door policy in China (Japan wanted China to herself) Japan wanted Siberia at the end of WWI and US stood in the way US restriction of Japanesse immigration
