Context • MoU between NPCA and ECA signed in April 2010 • In line with UN Resolution 57/7 recommending NEPAD as framework for UN support to Africa’s development • Aims at guiding working relations between ECA and NPCA • Provides framework for enhancing collaboration between the two institutions in a more structured and systematic manner

MYP of ECA Support to NEPAD • MYP developed at joint ECA/NPCA meeting in May 2011 • Meeting attended by Focal Points of ECA Divisions/SROs; NPCA Directorates and Office of CEO • Opening Remarks by NEPAD-CEO and ECA Director of Economic Development and NEPAD Division • Matrix developed during breakout sessions guided by thematic areas of NPCA • MYP finalised and approved by ECA-ES and NPCA- CEO

  5. Objectives of MYP • Operationalise MoU between ECA and NPCA • Feed into ongoing process of developing comprehensive work programme for TYCBP-AU • Enhance effectiveness of collaboration between ECA and NPCA

  6. Principles of MYP • NEPAD fully integrated in AU structures and processes • Consistency with NPCA priorities • Consistency with ECA Programme Budget and Business Plan • Support to NPCA institutional strengthening • Support to TYCBP-AU • Leveraging ECA SROs

  7. Priority Areas of Collaboration • Strategic Planning and Programme Management • 10th anniversary of NEPAD • Ten-Year Review of NEPAD • Communications • Development of the Continental Knowledge Management Framework • Resource Mobilisation • NEPAD Statutory Meetings and Global Events

Priority Areas of Collaboration (con’t) • Development strategy, Macroeconomic Analysis and Statistics • Agriculture, Food Security, Climate Change and Sustainable Development • Regional Infrastructure and Infrastructure • Human Development • Economic and Corporate Governance • Capacity Development (crosscutting) • Gender (crosscutting) • ICT and Science and Technology (crosscutting)

Implementation Modalities • Relevant NPCA Directorates and ECA Divisions to determine implementation modalities and resource requirements • PATCO-ECA to provide guidance as and when necessary • For purpose of budgeting, activities of MYP classified as follow: • Those budgeted in ECA or NPCA programmes • Those for which funds have to be raised • Those to be implemented with available ECA/NPCA expertise • Those to be implemented using ECA technical advisory services to NPCA

  10. Monitoring, Evaluation and Reporting • Montoring, evaluation and reporting of MYP to be done jointly by ECA and NPCA • Technical Coordinators designated by MoU to review MYP based on defined performance indicators • Review meetings to be co-organised and venue rotated between Addis and Midrand, or on the margins of regional/international meetings • Progress report to be prepared after each meeting and submitted to ECA-ES and NPCA-CEO • NEPAD Support Section to coordinate regular monitoring at ECA and Office of CEO to perform same task at NPCA

Challenges and Way Forward • Integrating activities of MYP in the programme implementation plans of ECA and NPCA • Securing resources to implement activities in the MYP • Raising awareness of ECA and NPCA staff of the MYP • Reporting on progress in implementing the MYP and the results achieved.
