Main trends and challenges of climate change mitigation and adaptation in CA Trends: • Some progress with development of policy, legal and institutional frameworks • More focus on climate change mitigation rather than on adaptation • Development of the national cap-and-trade scheme in Kazakhstan with the expected launch in 2013 • Development of CDM projects in Uzbekistan and Kyrgyzstan • Projects driven by international and donor organisations Challenges: • Low energy efficiency due to non-efficient management of fuel and energy resources and use of obsolete technologies in different sectors • Limited use of renewable energy sources, especially wind and solar • High vulnerability of agriculture and water sector to climate change consequences • No clearly defined national policies on climate change adaptation
