  3. Local Disaster Declaration and specific request for assistance (an Action Request form is available to facilitate requests for assistance from your Area Field Officer) Contact Designation REQUESTING STATE DISASTER ASSISTANCE

  4. ELIGIBLE APPLICANTS • State Governments • Local Governments • Indian Tribal Governments • Special Taxing Districts • School Districts • Certain Private Non-Profit Organization (critical infrastructure)

  5. ELIGIBLITY FOR REIMBURSEMENT • Local Declaration • State Declaration • Request for specific assistance • State review and approval of request • Signed Mission Assignment or Project Agreement (10% Local Cost Share)

  6. ELIGIBLE WORK MUST BE: • Located within a disaster declared county • Legal responsibility of the applicant • Required as a result of the State declared disaster event

  7. ELIGIBLE WORK MUST BE (cont) : • Deemed “extraordinary” and not routine expense • Emergency repairs (not permanent) • Not the responsibility of another federal agency with authority to fund the work

  8. ELIGIBLE WORK MUST BE (cont) : • Must be within the declared incident period • Comply with State and local requirements for procurement

  9. ELIGIBLE COSTS • FORCE ACCOUNT LABOR & FRINGE BENEFITS • Permanent Employees: Overtime Only • Temporary Employees: All costs

  10. ELIGIBLE COSTS(cont.) • FORCE ACCOUNT EQUIPMENT • Applicant-Owned: The state uses FEMA equipment rates unless applicant established rates are lower • http://www.fema.gov/government/grant/pa/eqrates.shtm

  11. ELIGIBLE COSTS(cont.) • FORCE ACCOUNT MATERIALS & SUPPLIES • Used at applicants’ net cost • CONTRACTED SERVICES • Reasonable and necessary for scope of work • Federal, state & local procurement laws apply • Pre-event contracts • Emergency contracts

ELIGIBLE COST EXAMPLES: ELIGIBLE COSTS • Force Account Labor-Extraordinary labor required for the disaster (OT Only) and Temporary Labor (Regular hours & OT) • Force Account Equipment costs • Force Account Materials & Supplies used for the disaster • Contractor Services: Reasonable and necessary for the disaster

  13. DOCUMENTATION • BHS Disaster Cost Reimbursement Packet • Copies (not originals) • FORCE ACCOUNT LABOR: • Timecards • Payroll records • Payroll policy (OT pay & compensatory time)

  14. DOCUMENTATION(C0NT.) • FORCE ACCOUNT EQUIPMENT: • Equipment logs with operator information (must have matching timecard and payroll record)

  15. DOCUMENTATION(C0NT.) • RENTED EQUIPMENT: • Purchase orders and Invoices with equipment detail

  17. ELIGIBLE COSTS (cont.) • Maintain records for three years
