  2. “STATEWIDE” • “STATEWIDE” GOVERNANCE: • IDAHO STATEWIDE INTEROPERABILITY EXECUTIVE COUNCIL (SIEC) • IDAHO CODE 46-1200 • PURPOSE: THE COUNCIL WILL SERVE AS THE GOVERNING BODY IN AFFAIRS OF PUBLIC SAFETY WIRELESS RADIO INTEROPERABLE COMMUNICATIONS FOR LOCAL AND PRIVATE ENTITIES AND COORDINATE WITH THE MILITARY DIVISION.

  3. “STATEWIDE” SIEC • “STATEWIDE” VOTING MEMBERSHIP: • Idaho Transportation Department • Idaho Sheriffs' Association • Idaho Chiefs Of Police Association • Idaho Fire Chiefs Association • Association Of Idaho Cities • Idaho Association Of Counties • Idaho Military Division • Idaho Department Of Administration • Idaho Department Of Correction • Idaho State Police • Idaho Department Of Lands • Idaho Department Of Fish And Game • Idaho Department Of Health And Welfare • Idaho Tribal Government • Two (2) Members At Large – Idaho Senate and House • Federal Law Enforcement • US Dept. Of Homeland Security Transportation Security Administration • United States Department Of The Interior • National Interagency Fire Center

IN THE NEAR FUTURE… • Operational Needs and Technical Resource Assessment at mid point • Completion and report release late fall 2008 • Will provide additional justification for future grant applications • 08 Interoperable Emergency Communications Grant Program • FOCUS: • 1) Leadership and Governance; and • 2) Common Planning and Operational Protocols, and Emergency Responder Skills and Capabilities • NOT AN EQUIPMENT GRANT

THANKS TO YOU ALL… • APPROVED COUNTY INTEROPERABLE EMERGENCY COMMUNICATIONS PLANS • COUNTY PLANS: • SUPPORT YOUR EMERGENCY RESPONDER GRANT APPLICATIONS • PROVIDES THE COUNTY LOCAL / REGIONAL DIRECTION FOR INVESTMENTS • PROVIDES THE SUPPORTING INFORMATION FOR THE SIEC AND BHS TO SEEK GRANT FUNDING FOR LOCAL PASS THROUGH • PLANS SUBMITTED AND APPROVED FOR 39 OF 44 COUNTIES, 2 OF 3 TRIBAL GOVERNMENTS – 2 COUNTIES ARE IN THE REVIEW PROCESS

AT THE NATIONAL LEVEL • National Emergency Communications Plan • Draft to Congress July 2008 • Formal Governance Structures and Clear Leadership Roles • Alignment of Federal Policy, Funding and Activities • Common Planning and Operational Protocols • Emerging Communications Technologies • Emergency Responder Skills and Capabilities • Cultural, Political Buy-in and Sustained Funding • Disaster Communications Capabilities

NATIONAL PLAN FOCUS • Governance • LOCAL / PRACTIONER DRIVEN • Promote shared decision making within each component • Promote transparency • Promote sustainability • Establish and articulate a shared understanding of goals • Establish an oversight body • Seek legislation or gubernatorial authority • Actively engage stakeholders
