CI/KR Protective Security Coordination Division (PSCD) Mission Statement The Protective Security Coordination Division (PSCD) will reduce the Nation’s vulnerability to terrorism and deny the use of critical infrastructure and key resources (CI/KR) as a weapon by developing, coordinating, integrating, and implementing plans and programs that identify, catalog, prioritize (using a risk-based approach), and protect CI/KR in cooperation with all levels of government and private sector partners.

Site Assistance Visit (SAV) Objectives Site Assistance Visit (SAV) • Provide SAV information to fulfill DHS mission • Identify and document Critical infrastructure/Key Resource vulnerabilities • Provide information for protective measures planning and resource allocation • Identify and document protective measures for HSAS threat levels • Support the threat/vulnerability mapping process • Provide a foundation for developing common vulnerability/potential indicator of terrorism/protective measure papers • Provide private sector with key information (comparative statistics, feedback, lessons learned, best practices)

HSPD-7 Subject: Critical Infrastructure Identification, Prioritization, and Protection SAV Objectives (Continued) • Align SAV with Homeland Security Presidential Directive 7 (HSPD-7), National Infrastructure Protection Plan Guidance, and Sector Specific Agency Plans • Conduct vulnerability assessments within and across sectors, analyzing interdependencies, and prioritizing CI/KR nationally • Identify and implement protective strategies where appropriate • Coordinate and communicate with the private sector • Measure and communicate program effectiveness Sector-Specific Agency Plans

Building on the NIPP NIPP Base Plan (June 2006) • Incorporates extensive State, local, and private sector input • Articulates the value proposition • Expands risk management framework: • Risk framework is based on threat, vulnerability, and consequences • Focuses on assets, systems, networks, and functions • Strengthens information sharing and protection to include the “information sharing life-cycle” • Forms the State and Local Homeland Security Coordinating Council • Integrates international initiatives • Clarifies the annual reporting and resource allocation processes • Establishes a “steady-state” of security across critical infrastructure/key resource (CI/KR) sectors

NIPP Goal Build a safer, more secure, and more resilient America by enhancing protection of the Nation’s CI/KR to prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit them; and enabling national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency.
