CARE-ASAS Objectives • Promote co-operative work on ASAS within Europe • Establish a common view on ASAS applications • Support the validation of the strategic line of action related to ‘transfer of separation responsibility to the cockpit’ identified in the ATM Strategy for 2000+ • Make the best use of the wide range of competencies which are required to address all the issues • Avoid the duplication of R&D efforts CARE Briefing Session - January 2000

Levels of Co-operation • Level 1 - Exchange • Direct contacts between people at the working level • Technical Interchange Meetings, Workshops, R&D Network • Projects are run independently • Calls for Proposal • Level 2 - Co-operation • Avoid duplication of efforts • Results of R&D work are re-used • Projects are inter-related • Calls for Interest • Level 3 - Collaboration • Working together on the same project • Common funding is necessary • Calls for Tender CARE Briefing Session - January 2000

Call for Proposal • Mechanism for the exchange of information • Proposals for topics, lectures, results of studies • Technical Interchange Meetings for people working on ASAS R&D studies • Workshops open to people outside R&D organisations • No identified CARE-ASAS budget • Mechanism for Organisations to propose new CARE-ASAS activities requiring a co-operative approach CARE Briefing Session - January 2000

Call for Interest • Calls for Interest are issued after a decision from the Eurocontrol R&D Review Group • The aim is to gather Organisations working on a CARE-ASAS activity • The work is funded by the budget of the participating Organisations • The first tasks are to elaborate an agreed work plan and to define a working structure • And then to produce the activity deliverables CARE Briefing Session - January 2000

Call for Tender 1/2 • Calls for Tender for activities are issued after a decision from the Eurocontrol R&D Review Group • Calls for Tender for work-packages within an activity are issued after a decision from the CARE-ASAS Action manager • The aim is to select an Organisation or a Consortium to achieve the work and to provide the deliverables identified within the activity or the work-package • The work is funded by the CARE budget CARE Briefing Session - January 2000

Call for Tender 2/2 • Calls for Tender will be issued following the Eurocontrol Standards • Replies shall include: • a technical proposal • a financial proposal • a management plan • CARE is a co-operative initiative: • Replies by Consortium are preferable (more than one Organisation) • Within a Consortium a leader shall be identified CARE Briefing Session - January 2000

Activity 0 - Communications • Objectives • Exchange of information between organisations • Dissemination of the R&D results • Inputs • Results of R&D projects and studies • Progress reports on on-going projects and studies including the CARE-ASAS Action • Work content • Technical Interchange Meetings for R&D people • Workshops open to stakeholders • Exchange of information through a CARE R&D network CARE Briefing Session - January 2000

Activity 1 - Problem Dimensions • Objectives: • Review of the existing work on ASAS • Analysis of the degree of validation achieved so far • Identification of areas needing further work • Inputs: • Results from past and on-going European R&D projects and studies related to ASAS • Deliverables: A report • Procedure: Call for Tender (1 man-year) CARE Briefing Session - January 2000

Activity 1 - Tentative schedule • February 10, 2000 : the Call for Tender is issued • March 9, 2000 : Replies are received • Selection process • April 14, 2000 : The contract is signed • April 21, 2000 : Kick-off meeting • September 8, 2000 : The interim report is available • September 28, 2000 : Activity 1 workshop • October 27, 2000 : The final report is available CARE Briefing Session - January 2000

Activity 2 - Validation Framework • Objectives: • Comparison of study’s results • Development of an approved validation framework • Inputs: • Existing work on ASAS validation • Similar work conducted within CARE-INTEGRA • Deliverables: • Scenarios • Metrics (safety, capacity, efficiency) • Tools for ASAS validation • Procedure: Call for Interest CARE Briefing Session - January 2000

Activity 2 - Schedule • January 21, 2000 : The Call for Interest is issued • February 18, 2000 : Replies are received • March 14, 2000 : Activity 2 workshop in Haren • Work to be carried out: • Activity 2 work plan • Activity 2 working structure • Initial co-operative work • September 14, 2000 : Activity 2 review CARE Briefing Session - January 2000

Activity 3 - Airborne Separation Minima • Objectives: • Phase 1: influencing parameters and first attempt of quantification • Phase 2: Define airborne separation minima (which are dependent on ASAS applications and technologies) • Inputs: • Work on separation minima • ASAS application procedures • Deliverables: A report • Procedure: Call for Interest for phase 1 (1 or 2 man-year) CARE Briefing Session - January 2000

Activity 3 - Schedule • January 21, 2000 : The Call for Interest is issued • February 18, 2000 : Replies are received • March 15, 2000 : Activity 3 workshop in Haren • Work to be carried out: • Activity 3 work plan • Activity 3 working structure • Initial co-operative work • September 15, 2000 : Activity 3 review CARE Briefing Session - January 2000

Activity 4 - ASAS Application Selection • Objectives: • Phase 1: Selection of ASAS applications and delegation of separation assurance issues • Phase 2: Study of two or three ASAS applications • Phase 3: Study of other ASAS applications • Inputs: • AIRSAW-TF work • Results of activities 1, 2 & 3 • Deliverables: A report • Procedure: TBD CARE Briefing Session - January 2000

Activity 5- Implementation Programme • Objectives: • Elaborate an ASAS work programme to implement the selected ASAS applications within the framework of EATMP • Inputs: • Results of activities 1, 2, 3 & 4 • OCD and ATM Strategy for 2000+ • Deliverables: A report • Procedure: TBD CARE Briefing Session - January 2000

FAA/EurocontrolAction Plan 1 • R&D co-operation between the FAA and Eurocontrol • Action Plan 1 is dedicated to ASAS • The objectives are : • to promote a mutual understanding on ASAS • to identify areas for practical co-operation on the development of ASAS • to examine the longer term issues related to the advanced capabilities of air and ground equipment • Strong co-ordination between CARE-ASAS and Action Plan 1 will be maintained CARE Briefing Session - January 2000
