  2. At a Glance • Unlike scorers, stay entirety of the tournament. • Rank-order all legislators at the end of sessions (top 8 count as judge scores) • Adjudicate disputes of order; keep fairness; stay in background. This is a student led activity. Only step in when absolutely necessary.

  3. Frequently Asked... • Not necessary to write agenda on chalkboard/whiteboard (see form) • Both parliamentarian and PO should keep recency tables as a cross-check • Return folder after each session. • Do not make rulings if not sure; contact the tab room.

  4. Set the Tone • Remind students that their chief purpose is to debate legislation; no misuse of parliamentary procedure will be tolerated (e.g., they may not “impeach” the PO) • Treat this with the decorum it deserves. People can be witty when appropriate, and can enjoy themselves when debating, but they should treat the activity with respect.

  5. Setting the Agenda • Technically ≠ Docket • Students may informally caucus before the session begins • If more than one agenda is proposed, they must adopt one by majority vote - may use show of hands or standing vote • Fill out the Agenda Report.

  7. PO Election • Students may nominate from floor(self-nominations allowed) • Allow candidates to give 30-second to 1-minute speeches espousing qualifications • Ask students to cast a legible vote (suggest paper larger than sq. inch) • Single-balloting, use form

  8. If illegible ballot, name not under consideration, etc., number may be less

  9. Accommodating Needs • If there is a student with a disability, make necessary adjustments (suggest all students raise hands instead of standing to be recognized for speeches/questions).

  10. Session 2 • Open with new seating charts • A new PO Election • Precedence and Recency Resets • Debate on Legislation may not be carried from session to the next. (Orders of the Day)

  11. Time • Help us keep the schedule • Keep recesses short - do not allow more than 15 minutes of recesses during an individual session (with exception of finals).

  12. Holistic Ranking • Rank-order all legislators at the end of the session • Account for the “whole legislator” – skills, knowledge, disposition. • Contributor to “positive livelihood?” • Use seating chart and alphabetized roster to keep notes as you go. • Because of the seriousness of the tournament, mentally separate yourselves from your students. Of course we want them to succeed, but fairness is of the paramount importance. Treat them like any other student, and rank them as such.

  13. End of Session • Return to tab: folder, ballot. • Travel with your scorers so that if anything needs to be fixed, you are all there to do it.
