Overview of Lesotho • Lesotho is a mountain Kingdom situated in the southern part of Africa and is completely landlocked by the Republic of South Africa. • 10 administrative districts, which differ in terms of size, topography and climate. • Total area 30,355 km2, • 10% Arable land • The country is subdivided into two residential areas, urban and rural and further divided into four ecological zones, the Lowlands, foothills, Mountains and Senqu River Valley.

Summary of LFS’s conducted in Lesotho • a) the LFS 1978/1979, which was titled the ‘Manpower and Migration Survey” • b) the LFS 1985/1986, which was carried out following the 1986 Population Census. • c) the LFS 1997, which was carried out following the 1996 Population Census and • d) the LFS 1999, which was carried out following the LFS 1997 Note: Questions on employment are to some extend not sufficient detail, hence it is necessary for an in depth sample survey covering a wider spectrum of the labour force. The census are therefore used as a frame for the surveys.

The 1978/1979 Manpower and migration (MMS) • This survey was carried out after the 1976 Population Census that was used as a frame for this survey. • The intention was to capture data on Employment and Labour in Lesotho, especially migrant labour to RSA mines. • Most importantly for the country to have information on demographic characteristics of the population at large.

The 1985/1986 Labour Force Survey • Unlike the 1978/1979 which concentrated mostly on the characteristics of mine migrants workers, exclusively. • The 1985/1986 LFS modified the MMS survey Questionnaire and also looked at the changes in the levels of unemployment and employment within the country, of women, men and youths who were economically active and inactive. • It also explored the information on the participation in the labour market, income characteristics of employed population. • Other modifications concerned the definitions and concepts used during these two surveys, and the information collected in 1986 LFS was also according to urban and rural differences.

The 1997 Labour Force Survey (LFS) • The 1997 was carried out after the 1996 Population Census, and with the financial and technical assistance of the UNDP under international labour Organization (ILO) executed project and the Lesotho Government. • A major modification made during the LFS 1997, was a change in the age of the population engaged in the Labour Force, e.g. the 1978/1979 LFS covered labour force participation from age 15, but the 19885/1986 LFS changed this age to 12 and above. • The 1997 LFS changed it down to 10 years and above, these changes were made according to the ILO

  8. The 1999 Labour Force Survey • The 1999 LFS was conducted following the 1997 and not the Population Census. It was financially budgeted under both UNFPA, ILO executing agency and the Lesotho Government. The budget covered training of enumerators, their supervisors, data collection and data dissemination.

  9. Modifications on the 1997 LFS • On part 6 of the questionnaire, which represents the activity during most of the last 12 months, there were 12 questions in 1997, which were cut down to 1 question in 1999. • On part 4 of the questionnaire, where the amounts are listed for the respondents, the question on earnings, was an open ended question in 1997, whereas it was a closed question in 1999.
