  1. ESSA Advisory Team Meeting Comprehensive School Support and Improvement January 19, 2017

  2. Where We Are: • Final Regulations Released – November 2016 • Reduction of Indicators for Comprehensive and Targeted Support and Improvement Indicators • Guidance from the Fed – January 2017 • Draft of ESSA Advisory Team Plans – Due January 2017 • Reviewed Plans from other states. • Final Feedback Session – today…with you!

  3. What You Should Notice • Practices are similar to what we are currently doing. • Because we are doing great things as a state. • Feedback from other sessions was used to drive changes where applicable. • Changes are all process based: • To Streamline the process – iterative experience • Ensure evidence-based practices are being used • Align planning, implementation, and results

  4. Remember • This plan only references what is required by law. • And on that note…references to the law were placed back into this draft. Don’t let this distract you. • More process changes may be forthcoming in order to further streamline the process more and make it more user-friendly. • In other words, just because it is not here, does not mean we are not trying to address concerns of stakeholders who provided feedback. • Some feedback may have been more appropriate for other committees.

  5. The Changes You May Notice • Implement the use of an evaluation tool – Being finalized by Bureau Staff • Non-Exhaustive list of Evidence Based Practices • Alternatives for schools that continuously do not meet exit criteria from (Focus/Priority) status • Comparability Reporting requirements • Waiver Process for Title I Targeted Assistance Schools seeking to become schoolwide, yet not meeting 40% poverty threshold.

  6. Other Considerations • Comprehensive Support and Improvement = Low performance of all students, low graduation rate, or chronically low-performing subgroup (Priority School) • Targeted Support and Improvement = Low performing subgroups and consistently under performing subgroups. (Focus School)

  7. Our Protocol for Today: • Purpose: • To collaboratively construct meaning, clarify, and expand our thinking about the ESSA Comprehensive School Support and Improvement Draft text.   • Roles: • -Facilitator • -Scribe • -Timekeeper • Norms: • -All voices will be heard and respected • -Watch your airtime (we only have one hour to do this) • -No blaming/Assume best intentions   • Process: • Facilitator will ask all participants to read a section of the ESSA CSSI draft document and note a word, phrase, or sentence that they believe to be significant (5-8 Minutes). • Once all participants have done this, facilitator will ask for volunteers to share their word, phrase, or sentence and to explain why it is significant. This should include your interpretation of implications for your practice. (10 Minutes). • *Due to time constraints and the number of participants in the group, it is important that we avoid duplication. Thus, if someone else in the group has a similar word, phrase, or sentence; as well as a similar reason for it being significant, we kindly ask that you refrain from sharing. • Once the time limit is up, the Facilitator will ask the group for any final thoughts to improve or modify the section of the draft plan (3-5 Minutes). • Repeat process for each indicator.

  8. The Actual Draft • Let’s Take a Look!

  9. A Final Thank You • For your help • For your expertise • For your kindness • For your dedication to our state’s most needy students
