  1. Emission InventoriesRegion Involvement Tony Wakelin AQ Mets Meeting March 13th, 2003

  2. 1) History 2)Current Status 3) The Ideal 4) Region Involvement

  3. 1) History CACs (CO, SOx, NOx, VOC, NH3, Part, PM10 , PM2.5) • 1970 EC Pollution Control Directorate • 1970 – 78 National CAC inventory update every 2 years • 1985 first B.C. emission inventory • LFV point, area, mobile sources • B.C. outside the LFV point sources • 1985 National CAC • 1990 update for all B.C. • 1990 PM10 & PM2.5 • 1995 CAC (PM10 & PM2.5) on web

  4. 1) History (cont’d) Other Inventories • 1990 EC began developing NPRI • 1993-2001 NPRI annual update • 1990 Trace Air Contaminant Inventory for B.C. • 1998 LFV hazardous air pollutant study • Additional estimates are available from EC for • Dioxins, furans, and hexachlorobenzene • Benzene • Mercury, and • Ammonia • 2003 NPRI adding CACs for 2002 reporting year

  5. 2)Current Status (cont’d) Year 2000 update • Point sources • Cut point of 200 tonnes/yr of any one contaminant reduces number of sources from 812 to 222 while accounting for 87 to 99% of permit fee releases • For 222 (> 200 tonnes) • 22 Mills are being surveyed by NCASI • 200 Have been surveyed by AP – 169 provided some input • Most non-reporters are forest products – to be followed up on by EC contract to ET Consulting

  6. 2)Current Status (cont’d) Year 2000 update • Remaining 590 (<200 tonnes) • Site statistic • Industry average adjustment (production/capacity) • Fees estimate • Flow Chart handout

  7. 2)Current Status (cont’d) Year 2000 update (cont’d) • Area sources • AP – forestry prescribed burning and wildfires • Woodstoves – March 31, 2003 • Other – EC Ottawa March 31, 2003 • Mobile Sources • Marine GVRD EC P&Y • Other EC Ottawa March 31, 2003 (anticipate poor documentation)

  8. 2)Current Status (cont’d) GIS • Point Sources, Prescribed/Wildfire, and Ambient – Web System (Arc IMS/IMF) March 31, 2002 • Area/Mobile sources – ACE system on GOAT

  9. 3) The Ideal • Permit fees 100% accurate - maximum and actual • 100% accurate emission estimates for all sources • All stacks and buildings in GIS – with seamless integration to any dispersion model • Complete PM and VOC speciation

  10. 3) The Ideal Broad Questions: • Is there a need to revise permit fee factors? • Do we need both permit fee and actual data? • NPRI reporting – what do we want? • Should Prescribed and Wildfire data be in Web-GIS? • Is there a need to revise permit fee factors? • Are the GIS tools we have good enough?

  11. 3) Region Involvement In pursuit of the ideal: • Short Term • Medium Term • Long Term

  12. 3) Region Involvement Short Term • BVLD work: • Don’t duplicate what’s going on • Identify significant sources where estimates are questionable • Determine appropriate methods of improvement (estimates and spatial distribution) • Carry out improvements (also involves central data entry)

  13. 3) Region Involvement (cont’d) Short Term (cont’d) • GIS – Airsheds in Shape File • Point Sources • Input for ET Consulting contract: • Beehives – emission factors? • Cyclones – 230 mg/m3? Not tested • Other? Storage piles • Review year 2000 estimates • Any sources missing or obviously inaccurate?

  14. 3) Region Involvement (cont’d) Short Term (cont’d) • Area/mobile estimates: • Motor vehicles – Sea-to-Sky • Agricultural burning – Levelton 1995 • Back yard burning • Other?

  15. 3) Region Involvement (cont’d) Short Term (cont’d) Area/Mobile Pro-ration (ACE data dictionary) • Agricultural burning – land cover data • Population/Dwellings – need better than census? • Wood heating – coming from questionnaire • Railway – based on track • Road net work – assume all equal • Road dust – based on Levelton estimates for regions • Other?

  16. 3) Region Involvement (cont’d) Medium Term • Central – Region data management • Continuous improvement in • Emission estimates • Spatial data • Road dust • Other?

  17. 3) Region Involvement (cont’d) Long Term • Common GIS platform for EC/GVRD/WLAP/Washington State • PM Speciation • VOC Speciation • Other?

  18. Conclusion • We’ve come a long way • The year 2000 emission inventory is almost finished • GIS tools are available • Working toward the ideal • Short term - improving estimates for significant sources within airsheds • Medium term – data management, NPRI, Road dust • Long term - common GIS, speciation • Should we have a session on emission inventories?
