  2. Background • The Twin Falls Health Initiatives Trust, Ltd was formed to operate exclusively for charitable, scientific and educational purposes to assist and promote programs that will improve the health and wellness of citizens of Twin Falls County, Idaho.

  3. Purpose • The purpose of the Trust is to support programs in health, wellness and related education.

  4. Board Members • President: Curtis Eaton Executive Director: CSI Foundation • VP: James Schroeder CEO: Family Health Services • Secretary: Monica Castaneda-Kessel Grant Development Coordinator: CSI • Treas: Robert Valentine CPA: Private Firm • Patty Kleinkopf COO: Family Health Services • Jamie Kelley-Kinyon MSW Program Coordinator/Twin Falls: BSU School of Social Work • Janet Holcomb Section Supervisor, Dist. 5 Probation & Parole: Idaho Dept. of Corrections • Tom Mikesell Twin Falls County Commissioner

  5. Funding • The Trust was established with an initial $15 million deposit provided by St. Luke’s, and will continue to receive an annual $500,000 contribution over the next 10 years. • Currently the balance is $16,800,000. • Funds have been invested very conservatively, in the state pool.

  6. Attorney’s Opinion • These funds are public, under the discretion of the TFHIT Board. • Approved by County Attorney. • Exclusively for purposes stated in by-laws, not outside of health, wellness, and related education.

  7. Committees The Board has formed committees to efficiently execute the work of the Trust: • Executive Committee • Programs & Grants Committee • Finance Committee

  8. Finance Committee The Finance Committee performs the following functions: • Review and oversight of the Corporation's finances and investments. • Development of the annual operating and capital budgets of the Corporation. • Oversight of the Corporation's administrative operations.

  9. Programs & Grants Committee The Programs & Grants Committee performs the following functions: • Review grant applications and make recommendations to the Board regarding the approval or disapproval of such grant applications. • Other activities as specifically requested by the Board of Directors or the Executive Committee from time to time. • Preparation of a Community Plan for Board and BOCC approval.

  10. Progress & Preparation • Meet monthly on average • Extensive strategic planning • Surveys of residents • Surveys of health organizations and providers • Research and planning

  11. Results The Board has completed many projects to date, including: • Organized as a 501(c)3 public organization • By Laws • Community Plan draft for review • Strategic Planning • Grant Application and Processes • Policies and Procedures for Board

  12. Strategic Planning Decisions • Sherry Dyer, Facilitator • Discussed administrative issues for the Board, such as: • Board development • Policies & Procedures for the Board and committees • Defining functions and priorities

  13. Needs Assessment • Information was gathered from community Organization/Provider Surveys and Resident Surveys to compile a Needs Assessment. • From the Needs Assessment, 26 Needs Areas were developed used to target funding. • From this process, TFHIT developed Grant Funding Priorities.

  14. Grant Funding Priorities Community Plan DRAFT Grant Funding Priorities: • Access to Care & Affordability • Education & Prevention • Economically Disadvantaged • Workforce

Grant Funding Dollars • One trust fund that includes corpus (original deposit & 10 annual subsequent payments) & appreciation. • Two “pools” • Pool A: The corpus and its growth (interest & appreciation.) • Pool B: Eligible funds not disbursed as grants in prior year(s). • Pool A – Disburse 90% of prior year’s appreciation. • Pool B – Disburse all or fraction, at Board discretion.

  16. The Grant Process • Initial year total available for grant funding is $661,000. • No grant will be greater than 20% of that total amount, or $130,000.

  17. Grant Eligibility • Serve Twin Falls County residents. • Must be non profit to apply. • Prove ongoing financial and program stability. • Previous recipients of grants who fail to achieve stated outcomes may be ineligible for future funding.

  18. Grant Timeline 2008-2009 • Applications available August 2008. • Review of applications October 2008. • Award of grant funds November 2008.
