Immediate Objectives The RE and EE Component Strengthened capacity to significantly increase the role of RE and EE in planning, policies and programs The CDM Sub-component The public and private sectors are capable of using the potential of CDM to achieve RE and EE objectives of national development plans

  3. Main Elements of the CDM Subcomponent • Integrate Policy Analysis on CDM in 9th Malaysia Plan • Develop National Approval system in Malaysia with focus on PTM as Technical Secretariat for Energy projects • Training and awareness with focus on sectors with significant potential for CDM projects: Oil and gas, Waste, Industrial EE and Electricity

  4. Some basic facts on the CDM component • Started (March) July 2004 • Runs to August 2005 • Total input of more than 60 man month of consultants (local and international)

  5. Outputs of CDM sub-component • Baseline and sector studies • Contributions to national inventories and reporting • Awareness raising and mobilisation of stakeholders • Support to the national strategy development • Support for Operational Entity development

Output 1: Baselines and sector studies • Define criteria/assumptions for the financial analysis of individual projects types in IRP including assessment of the use of CDM • Conduct CDM analyses on the RE and EE policy options in IRP • Analyse sectors not covered by the IRP analysis • Define and analyse a CDM implementation scenario in IRP scenario • Study the role of CDM in energy policy formulation in Malaysia • Develop GHG emissions baselines for selected project categories

  7. Output 2: Contribution to GHG Inventory • Define changes and additions to NEB database in order to generate a GHG inventory for the energy sector • Document GHG inventory for the energy sector

  8. Output 3: Awareness raising and stakeholder mobilisation • Develop information strategy • Maintain and develop supporting information materials • Conduct information and awareness activities • Train potential CDM service providers • Support for NGO participation

  9. Out put 4: Support to National Strategy Development • Support to PTM as the CDM Energy Secretariat • Develop sustainability criteria for large-scale projects • Streamline the administrative process according to the administrative manual produced during the CDM Capacity Building project

  10. Output 5: Support for Development of Operational Entities • Identify potential Operational Entities • Organise workshops on CDM Executive Board requirements for OE development and project assessment including baseline and monitoring methodologies • Assist potential OEs in the accreditation process including preparation required for desk reviews, on-site assessments and witnessing activities
