  5. “Assistance to Turkish Road Transport Sector: Gap Analysis” Project • Turkish Turkish road transport legislation and the EU legislation were scanned and were compared to each other • An Action Plan aimed at full harmonization was submitted to the Ministry of Transport • “Assistance to Turkish Road Transport Sector” projectwas officially launched on May 2006 • Project budget: EUR 5.5 million • 14 different institutions and bodies involved

  6. ENLARGED EU • 27 Member States • A population of nearly 500 million • a single and barrier-free market • Share of the enlarged EU in world trade of goods is 20 % • 30% of global FDI flows into the EU • 70 % of foreign direct investment in Turkey is of EU origin

  8. PROBLEMS OF TURKISH HAULIERS • In 2002-2007 period, Turkish exports ► increased by %180 • Exports to EU increased by 200% • EU countries applying quota increased quotas only ► by 46 % ! limiting vehicles carrying exports ↓ ↓ ↓ limiting exported goods ↓ ↓ ↓ restricting foreign trade

PROBLEMS OF TURKISH HAULIERS Let’s assume an EU Member State imposes a quota of 10.000 for bilateral transport operations from Turkey: ►A truck has an average capacity of 95 cbms (in volume) and 20 tonnes (in weight) ►The exact meaning of the quota: “Permission for the entry of goods up to 950.000 cbms and 200.000 tonnes”…

PROBLEMS OF TURKISH HAULIERS Each quota imposed on Turkish transport is indeed an indirect quota (a measure having equivalent effect) against Turkish industrial goods! ► Each quota and visa imposed by the EU on Turkish transport sector increases transport costs, disturbs the goods traffic and all these are reflected directly on producers and exporters...

INSUFFICIENCY OF EU’S TRANSPORT QUOTAS Taking account that a truck can be loaded with minimum 20 tonnes of goods: • France allows entry of 27.000 x 20 = 540.000 tonnes of goods by road. • Austria allows 18.000 x 20 = 360.000 tonnes of goods inside; • Spain allows 4050 x 20 = 81.000 tonnes of goods. On May 2007 the Spanish quota of 3700 permits was exhausted, the Spanish side only provided 350 additional permits, considering that as the quota for 2008. It means that Spain does not allow more than 81.000 tonnes of goods into her territory by road.

INSUFFICIENCY OF EU’S TRANSPORT QUOTAS : ITALIAN CASE • The transit permit quota allocated by the Italian Ministry of Transport to Turkish transporters for operations to “Switzerland, France, Spain, France and Portugal” is limited to 6.000. • The 6.000 permits allows only 6000 trips for Turkish trucks that want to transit Italy to arrive at France, Spain or Portugal.

PROBLEM OF TRANSPORT QUOTAS The limitation of the EU permit quotas does not only penalise the bilateral transport with the EU, but even worse, creates unnecessary contribution to the global warming resulting from the longer,  less efficient routes and waiting times at the borders. additional kilometers to bypass quota requirement → extra fuel consumption → harm to environment

PROBLEM OF TRANSPORT QUOTAS • UND and the Turkish fleet operators are well aware of the tireless efforts deployed by the EU Commission and the EU bodies to promote intermodal transport and more recently the co modality. • This is why, under the leadership of the UND, we have developed in the relations from Turkey to Europe, respectively to Austria and Italy, since more than 20 years the most important rail-road and ro-ro services.

  17. PROBLEM OF TRANSPORT QUOTAS However, despite the successful development and the resulting overcosts of this co modality technique, the Turkish fleet operators, due to the development of EU Turkish trade, still do not have enough European authorisations to access to the European market…

  18. PROBLEM OF TRANSPORT QUOTAS • The limitation of the EU authorisations does not only penalise the bilateral transport with the EU, but even worse, creates unnecessary contribution to the global warming resulting from the longer,  less efficient routes and waiting times at the borders.

Road Transport Quotas damage the EU’s own competitiveness : There are nearly 15.000 foreign capital companies in Turkey, 60 % of which is of EU-origin..

  20. QUOTA-FREE EUROPE ACTION PLAN Road Transport Quotas : damage the EU’s own competitiveness: 76 % of all foreign direct investment in Turkey is of EU-origin… In 2008, a total of 2.1 billion USD of merchandise was exported from Turkey BY ROAD to EU by European companies located in Turkey.

  23. 2008 ACTION PLAN FOR QUOTA-FREE EUROPE ACTIONS SO FAR: • 20 delegation visits were paid to national professional organisations such as DEİK, TÜSİAD,İKV,TİM and YASED. • 8 government institutions were visited and briefed. • 12 national-scale meetings were organized • Participation to 11 meetings with relevance. • 3 special panel discussions were organized • 4 big-scale press conferences

  24. 2008 ACTION PLAN FOR QUOTA-FREE EUROPE ACTIONS SO FAR: Representatives from 13 EU missions were briefed. 36 members of Turkey-EU JCC briefed 25 members of Turkey-EU Joint Parliamentary Committee briefed 7 countries and 10 EU members were briefed in Geneva on occasion of WTO Doha Round Talks….

  25. EUROPEAN SHIPPERS COUNCIL SAYS: Road Transport is most reliable… Enforced modal shift policy is bound to fail – too expensive for Europe! Shippers prefer to pay more rather than to risk delay in delivery of goods Uneconomic for most road freight to switch to alternative modes TRANSPORT QUOTAS DAMAGE THE EU’S OWN COMPETITIVENESS
