  1. Meeting the Meaningful Use Criteria for the Exchange of Key Clinical Information

  2. Forward Advantage • MEDITECH solutions: • Data Express • Communication Director • Bed Stat for MEDITECH Bed Board • im-one solutions (identity management) • MDI (medical device integration) • Data migration and management

  3. Meaningful Use Criteria • Stage 1 (beginning in 2011): The proposed Stage 1 meaningful use criteria ``focuses on electronically capturing health information in a coded format; using that information to track key clinical conditions and communicating that information for care coordination purposes (whether that information is structured or unstructured, but in structured format whenever feasible); consistent with other provisions of Medicare and Medicaid law, implementing clinical decision support tools to facilitate disease and medication management; and reporting clinical quality measures and public health information.''

  4. Meaningful Use Criteria • 2011 Care Goal: Exchange meaningful clinical information among professional health care • “Incorporate clinical lab test results into EHR as structured data” [2026] • Electronically receive clinical results into EHR as laboratory test results in a structured data. Format and display such results in human readable format. • Electronically display in human readable format any clinical laboratory tests that have been received with LOINC[reg] codes. • Electronically display all the information for a test report specified at 42 CFR 493.1291(c)(1) through (7).\6\ • Enable a user to electronically update a patient's record based upon received laboratory test results.

  5. Demand for Exchange of Clinical Information • Economic Stimulus – Meaningful Use Criteria • CIOs and directors receiving calls • Lab Directors concerned about losing business to commercial labs

  6. Data Express • Data Express – developed with MEDITECH • HL7 data exchange with physicians’ ambulatory EMRs • Part of MEDITECH’s interoperability strategy • Solution partnership provides advantages now and in the future • Goals: • Simplify Complexity • Deploy Rapidly • Reduce Cost • Provide Flexibility and Longevity

  7. Data Express Hospital / Health System Physician Offices Lab Results HL7 Results ITS Results HL7 Orders And many other EMRs Orders

  8. Data Express • Simplify Complexity • “One-to-many” solution • MEDITECH Data Express results interfaces • Lab, Micro, Blood Bank, Path & ITS • Standard and tailored output formats • Allscripts, GE Centricity, eClinicalWorks, many others • HL7 data streaming (MLLP) and/or HL7 file to a secure FTP site or network location • Bidirectional functionality with MEDITECH’s streamlined orders model • Aligned with MEDITECH’s interoperability strategy

  9. Data Express • Deploy Rapidly • MEDITECH provides rapid delivery of interfaces • Forward Advantage resources  deploy now, don’t wait to find time or delay other projects • Configured to immediately • receive HL7 results from MEDITECH • send HL7 results in HL7 2.1-2.5 formats • In minutes, send data to additional physicians once output format is in place • MEDITECH and Forward Advantage team up to provide rapid response

  10. Data Express • Reduce Cost • Bundled pricing model for MEDITECH Data Express results interfaces • Only one set of MEDITECH results interfaces (“one-to-many” model) • Built-in routing capability based on physician profiles • No “per connection” (per recipient) charges • Deliver the same output format to as many recipients as desired!

  11. Data Express • Provide Flexibility and Longevity • MEDITECH-supported methodology • Platform stability • MEDITECH and Forward Advantage commitment to provide emerging standards updates, “meaningful use” support, and market-driven content requirements • MEDITECH and Forward Advantage relationship results in streamlined update process • EMPI integration capability • Supports other input/output formats as needed • Support for MAGIC and Client/Server platforms

  12. Data Express & Communication Director • Shared Communication Director tools • SAM (activity monitor/audit trail) • Administration Tools • Routing Database • Data Express can be deployed on same or separate server

  13. Getting Ready • Incorporate “meaningful use” into Strategic Plans • Determine data exchange requirements • Clinical results • Orders (evaluate workflow) • Other data • Identify physicians’ EMRs • EMR capabilities • Direct HL7 feed (MLLP) or HL7 file import • Interface specifications • Evaluate connectivity • Important to test facility to physician/EMR connectivity (often different configuration than existing) • Determine roll-out plan • One practice/group • Results only or bidirectional • Expand based on EMR vendor, physician priority, other • Facility vs. physician cost
