Better Prepared Projects 1. Problematic of Projects TheMexicanLaw of Public Works and Related Services establishesthefollowing: “To carryoutanypublic work, itisrequiredthatthestudies and projects, constructionspecifications, qualitynorms and thebuildingprogram are fullycompleted”. 3
Better Prepared Projects 1. Problematic in Projects However: In reality, on many occassions, public work bids are offered without Master Projects being complete which guarantee the correct execution of the project. 4
Better Prepared Projects 1. Problematic in Projects This situation provokes a series of adverse elements that affect the time and cost in finishing these works. Among them: ● Authorization of additional resources to obtain the neccessary elements for completion of the project. ● Changes and modifications in the building process of the works, with consequent imbalances in the contracts and cost increases. ● Differences and / or controversies bewteeen the parties , that may provoke nonconformity and litigation. ● The calendar for release of resource allotment is not done on time. ● Start projects in the third quarter of the year. ● Cancellation of resources by the Secretariat of Public Finance and Credit. 5
Better Prepared Projects 1. Problematic in Projects Deficiency: Currently no mechanism exists to assure that reserves for Master Projects are set aside to guarantee the correct implementation of the public work. 6
