Objectives Of Regulatory Agency • Regulates and supervises all electricity generation, transmission, and distribution. • Ensures availability of supply to users at the most equitable prices and considers environmental issues. • Considers interests of customers, producers, transmitters, and distributors • Prepares for fair competition in the field of electricity including generation and distribution

  5. Selection of Indicators Uses standard sectoral indicators from: NERC UNIPEDE (the International Union of Producers and Distributors of Electrical Energy) IEEE (Standard-762-1987) EURELECTRIC OTHERS

  8. Releasing of the benchmarking performance report for the year 2006/2007 is finished and discussed with representatives from the companies. This is the third annual report successively The data of the year 2007/2008 for the generation companies is entered. The preliminary report is to be prepared and discussed with the companies. The present Situation

Steps of benchmarking report • Reviewing the data received from the companies • Preparing the notes about the precision of the data and sending it to the companies. • Entering the data after ensuring their confidence. • Preparing the preliminary report • Analyzing the indicators and writing the notes on the performance indicators • sending the reports and notes to the companies to give its opinion about the notes. • A meeting is hold in the Regulatory Agency to discuss the companies reports • Final report is issued and delivered to the companies.

Benchmarking Process • Units are categorized according to their type and size • Technical report is based on unit evaluation • The technical indicators of the units of the company together with other similar units belonging to other electricity generation companies were analyzed to find out the weighted average as well as the ultimate performance for each indicator • The best practice is identified as the ultimate value for each indicator achieved by one of the units under consideration

  13. Benchmarking (continue) • A general evaluation for each indicator group and overall evaluation of the unit. Each level of the indicator is evaluated as in the following table • Note that: If the unit utilization factor exceeds 100% a penalty of one degree is omitted when calculating the marks summation for the unitsince this may lead to a deterioration in the unit performance later.

Trend Analysis • The Indicators are also compared with those of the last year for the same unit • This trending evaluation presents the improvement or deterioration in the unit compared with average value of last years • If a unit indicator is improved than its average value of the last years a mark (√) is given • If it is deteriorated than its average value for the last years a mark (X) is given
