Joint Business Case Work Group Measures: • Exhibit 300 submissions achieve a score of 31 or higher • EVM Reports submitted on time Key Milestones: • Submission of revised FY09 Exhibit 300 (February 29, 2008) • Increased score for submitted FY09 Exhibit 300 to 31 points or higher (February 29, 2008) • Quarterly EVM Reporting (April 15, 2008; June 30, 2008; September 30, 2008) • Submission of FY10 Exhibit 300 (August 22, 2008) Next Steps: • Submission of revised FY09 Exhibit 300 February 29 • Gather data for FY08Q2 EVM Report March 30

Lifecycle Management Work Group Work Group Lead: Wendy Blake-Coleman (EPA) • Team Members: Brett Abrams (NARA), James Barrett (DOI-USGS), Jeffrey Booth (DOE), Dennis Crow (USDA), John D'Alessandro (GSA), Sandra Downie (GSA), Andrew Freckmann (DHS-OCIO/GMO), Randy Fusaro (DOC-Census), Karen Hanson (DOI-USGS),Travis Hardy (DHS-OCIO/GMO), David LaBranche (DOD-OSD), Tony LaVoi (DOC-NOAA), Michael Lee (DHS), Lorri Peltz-Lewis (DOI-BOR), Bob Pierce (DOI-USGS), Lew Sanford (DOJ), Scott Cameron (GT), Jeanette Hand (GT) Major Tasks: • Task 2: Evaluate existing geospatial data lifecycle; develop common/standard terminology and processes for the stages of the data lifecycle; and establish data steward responsibilities and performance measures associated with the phases of the lifecycle. Identify common capabilities to allow cost-benefit ROI for shared services associated with each lifecycle phase • Task 3: Review component themes of A-16 and reconcile with user needs Vision: • Improve government support of Federal agency missions and business activities related to the creation, collection, use, and distribution of A-16 data sets though consistent management processes as well as harmonized data definitions, feature classes, and standards

Lifecycle Management Work Group Key Milestones: • FDGC approved lexicon of data lifecycle stages (March 31, 2008) • Proposal for government-wide management of data lifecycle for most significant data sets (September 30, 2009) • Development of a repeatable process for modifying A-16 appendices and recommendations for specific A-16 changes(September 30, 2009) Next Steps: • Coordinate meeting with Performance Management February 15 to determine interdependencies • Submission of a draft data lifecycle lexicon February 29 • Meet with agency data production managers to field March 31 test the lexicon by characterizing their data sets in relation to the lexicon Subteams: The Lifecycle Management Team has created 3 subteams: • A-16 Subteam (Dennis Crow, lead) • Lifecycle Subteam (Jeff Booth, lead) • Theme Content Subteam (Mike Lee, lead)

Performance Management Work Group Key Milestones: • Memorandum from Deputy Secretary Scarlett designating Coordination Group as assuming the responsibilities of the Geospatial LoB Task Force (February 1, 2008) • Final version of Geo LoB Performance Management Plan (February 15, 2008) • Submission of the final OMB Strategic Plan (March 3, 2008) • OMB concurrence with proposed changes to A-16 Appendix on data themes (March 31, 2009) Next Steps: • Complete action items from meeting held on January 31 Ongoing • Coordinate meeting with Lifecycle group regarding February 15 interdependencies • Completion of OMB Strategic Plan per Passback March 3

Common Services Work Group Measures: • Two federal cross-licensing agreements accessible to small, large, and medium size federal agencies by end of calendar year 2008 yielding quantifiable cost savings and value-added services • Make available 3 common tools and services for adoption across federal agencies Key Milestones: • Completion of ELA scope requirements and Acquisition Plan (January 31, 2008) • Selection of ELAs to pursue (April 30, 2008) • Completion of ELA Negotiation Strategy (June 30, 2008) • Deployed/Hosted Registry of Reusable Tools and Components (February 27, 2009) • Template for Data, Tool and Policy Sharing (March 31, 2010) Next Steps: • Tool repository proposal, and ELA Negotiation Strategy Early February • Initial Agency Licensing Needs Matrix/Report February 29 • Common Services Work Shop March 5

Grants & Contracts Work Group Workgroup Lead: Lew Sanford (DOJ) Team Members: Wendy Blake-Coleman (EPA),Emanuel Ekwo (EPA), Mark Herbst (DoD), Sylvia Lynch (DOT), Kate Oliver (DOI), Van Pace (DHS), Lorri Peltz-Lewis (BOR), Robert Polson (HHS), Rosemary Springer (DHS), Gita Urban-Mathieux (FGDC), Ronald Wilson (DOJ), Scott Cameron (GT), Jeremy Brown (GT) Major Tasks: • Task 6: Develop and implement common grants language for geospatial information and services • Task 7: Develop and implement geospatial requirements language for Federal contracts (FAR, DFAR) Vision: • Through the implementation of binding terms and conditions in federal grants and contracts that serve a variety of programmatic purposes, reduce duplicative expenditures of federal and nonfederal funds through the more thorough and consistent use of available geospatial data, and to accelerate governmental decision-making processes by avoiding time wasted in unnecessary data acquisition

Grants & Contracts Work Group Key Milestones: • Adoption of proposed grants guidance language in 2 CFR (September 31, 2008) • Development of voluntary agency-specific contract language models (September 31, 2008) • Approved timeline for changes to FAR/DFAR or addition to contracts (December 31, 2008) Next Steps: • Act on initial OMB willingness to resume making progress on grants and contracts language • Capitalize on receptiveness of DOD Grants Policy Committee • Meet with OMB/OIRA regarding Paperwork Reduction February 15 Act (PRA) issues concerning grants • Determine process for grant updates to 2CFR February 29

Geo-Enabled Business Work Group Workgroup Lead: David Paschane (VA) Team Members: Wendy Blake-Coleman (EPA), Mark Bradford (DOT), Rob Dollison (DOI-USGS), Sandra Downie (GSA), Jacque Fahsholtz (DOI-USGS), Pete Gienke (GLC), John Huddleston (DOC-NOAA), David LaBranche (DOD-OSD), Lew Sanford, Jr. (DOJ), Jon Sperling (HUD), Walter Svekla (GMU), Ronald Wilson (DOJ), Joshua Kriger (GT), Jeanette Hand (GT) Major Tasks: • Task 5: Develop outreach programs and materials for non-traditional geospatial audience to demonstrate the value of “place based” approaches and geospatial technology • Task 10: Provide a broker service for data searching among agencies that will build on and improve existing systems Vision: • Prepare Federal program managers and executives to identify (a) their geo-enabled business needs, (b) gaps in their geospatial capabilities, and (c) opportunities for collaboration in their business outcomes; collectively, leading to economies of scale in purchasing power and cost avoidance

Geo-Enabled Business Work Group Key Milestones: • Final Communications Strategy and Implementation Plan (February 15, 2008) • Completion of first round of CAP Grants evaluation and compilation of best practices (June 30, 2008) • Complete pilots to assess the geo-enabling of information exchange networks among Federal and partner networks (October 10, 2011) Next Steps: • Host focus groups for federal agency program managers February 26 regarding geospatial communications preferences and messages • Incorporate revisions to the draft Communications Plan based March 13 on feedback from workgroup leads
