  2. New in 2013-2014 • The Math Retake is no longer offered. Adult students who need a score must use ACT or SAT concordance scores. • Testing Rules Acknowledgement has changed to include that it is prohibited to share test material over social media • One four digit test group code must be used for both sessions • The quick reference guide has been moved here: www.FLAssessments.com/AdditionalResources

  3. New in 2013-2014 Session 1 must be completed prior to starting Session 2. CBT worksheets may be provided to students if they request them. If your school is providing worksheets, students must get a copied blank worksheet for each session. Schools may update incorrect student information via SAR Both accommodations provided and used are to be recorded on the required administration information. 3

Reminders for 2013-14 • ALL staff involved in testing must GET and READ THE TEST ADMINISTRATION MANUAL • Presentation about to setting up and testing CBT is located here: flassessments.com/CBTTrainingResources • FCAT Admin Record and Security Checklist available online at PearsonAccess.com/fl • Inappropriate actions may result in test invalidations / loss of teaching certification • Students must take the Reading Retake 2.0 ePat practice test at least once prior to taking the Reading Retake

  5. Reminders for 2013-14 • Invalidation for students in “possession” of electronic device. Even if they are turned off or not in use or being used on a break. • If a student begins a test and leaves campus without finishing, he or she will NOT be allowed to complete that test • Emphasis on ensuring students are not copying answers. FDOE investigation process is much more thorough. • Chain of Custody form must be completed

Reminders for 2013-14 • If a technical issue interrupts testing, the school coordinator must immediately contact Pearson at 877-847-3043 and the Student Assessment an Research Dept. to report the issue and receive assistance. • Paper Based Accommodations information is in the manual. Important information regarding PBT will be sent via email. • Seating Charts and Required Administration Records must be maintained. • All Test Administrators must be Certified and sign the FCAT Security Agreement and Test Administrator Prohibited Activities Agreement.

Reminders For Reading Retake 2.0 • All Reading Retake students will take the Reading Retake 2.0 assessment • The Reading Retake consists of 2, half-day sessions over 2 days - Session 1 must be assessed before starting Session 2 • Under no circumstance may a student test session 2 before session 1. • Seal codes are used to open the 2nd session of the test. Under NO circumstances should students have access to the seal code on the first day (1st session) of testing.

Administration ScheduleReading (2.0) • Fall Administration October 7th-11th for CBT Reading 2.0 • Makeups may be assessed from October 14th-18th • FCAT Reading Retake 2.0 will be administered in two 3 hour (half day) sessions over 2 days. • Students will be assigned to one test session in TestNav which is broken in two parts by the seal codes. • Student must test the #1 session before testing the #2 session. • A seal code will be used to “unlock” the second session • DO NOT PROVIDE STUDENTS WITH THE SEAL CODE ON THEIR FIRST DAY OF TESTING!

Administration Accommodations • Read Appendix A for comprehensive Test Accommodations • Eligible Students • ESE students with current IEPs • 504 students • ELL (LEP) students • Accommodations should be the same or nearly the same as those provided to the student on a regular basis • Accommodation arrangements should be made in advance and must not interfere with testing of other students • Paper Based Reading Retake Accommodations students must be monitored to make sure they do not go on into the second session.

TestHear and Accommodation Codes • Large print, zoom, color contrast, screen reader & assistive devices for CBT students will be via TestHear software • Accommodations provided • For ESE/504 students: 1-FP = Flexible Presentation; 1-FR = Flexible Responding;1-FSC = Flexible Scheduling; 1-FSE = Flexible Setting; 1-AD = Assistive Devices • For ELL students: 2-FSC = Flexible Scheduling; 2-FSE = Flexible Setting; 2-AHL = Assistance in Heritage Language; 2-ADI = Approved Dictionary

  13. Test Materials For Students • For Reading: • Authorization ticket • Pencil • A blank CBT Worksheet for each session (if school is providing)

Authorization Ticket • For computer-based testing: • Student Authorization Tickets (secure materials) • Session/Test/Location • Student Name/Date of Birth/Student ID (partial) • Student Signature Line • URL/Login ID/Test Code (password) • Students need a pencil or pen to sign their tickets. • If the Last Name, First Name, or ID number is incorrect, the student must not use the ticket. • If the Date of Birth is the only incorrect field, the student may use the ticket and the birthdate can be updated after testing with the student database manager. • Hand out the day of testing and collect immediately after the close of testing- SECURE MATERIAL

FCAT Required Administration Information Also known as the FCAT AdministrationRecord / Security Checklist or Session Roster, thisis filled out by the school coordinator or test administrator and must include: • list of students assigned to testing room • record of students who actually participate in testing each day • list accommodations • record of invalidated tests • record of security numbers used (paper only) • form/form Group Type (Accommodations CBT) • signatures of when secure materials are returned • Test Group Codes

Test Security Policies and Procedures DONOT: • Give examinees access to test questions prior to testing • Copy, reproduce, or use in any manner inconsistent with test security the student test book or computer based form • Coach examinees during testing or alter or interfere with examinees’ responses • Erase or change student answers • Make answer keys available to examinees • Fail to follow security procedures and test administration directions • Fail to account for test materials before, during, and after testing

Test Security Policies and Procedures DO: • Read Test Security policies and Procedures in the manuals • Read Florida Test Security Statue and Rule – Appendix B • Have all appropriate testing staff sign the FCAT 2.0 Test Administration and Security Agreement found in Appendix C and the Test Administrator Prohibited Activities Agreement

INVALIDATION CONCERNS Prior to testing, make sure students understand the following policies: • Electronic Devices Policy: If students are found with ANY electronic device during testing, their tests will be invalidated. • Leaving Campus: If students leave campus before completing the test (for lunch, an appointment, illness, etc.), they WILL NOT be allowed to complete the test. • Student Pledge: If students are caught cheating or irregular answer patterns are detected during scoring, their tests will be invalidated.

  26. AVOID INVALIDATIONS • Seat students with more than 3ft of space between them • Avoid Testing in Auditoriums • Practice Active Administering/ Proctoring. Walk around the room to ensure students are working alone • YOU MUST USED DIVIDERS for Computer based testing • Every classroom and session must have separate Seating Charts and Required Administration Information • Collect Electronic Devices before testing

  27. When to Invalidate? Invalidate in TestNav if any of the following occurs: 1. A student is found with an electronic device or other unauthorized material during testing or on break 2. The student is cheating or is disruptive during testing 3. A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time to finish After marking the test complete in TestNav follow the invalidation instructions on pages 82-83 in the Fall 2013 FCAT Retake Test Administration Manual

  28. Do NOT Invalidate • Student withdrew before testing • Student absent during entire testing window • Student absent for only one session of testing

  29. Proctors • One additional proctor for every 25 students in a Computer Based Testing room • Serve as “Administrative Assistants” • Must sign FCAT/FCAT 2.0 Test Administration and Security Agreement • Must sign FCAT Security Log

Missing Materials/Breach in Test Security • Initiate a thorough investigation • IMMEDIATELY contact Student Assessment & Research at (754) 321-4250 • Principal must generate a letter of explanation on school letterhead • Email letter to, cc to Director of School Performance and Accountability and the Director of Student Assessment & Research, within 2 days

Test Administrator Responsibilities Before Testing • Read the manual where applicable (FCAT 2013 Fall Retake Manual) • Attend training • Sign FCAT/FCAT 2.0 Test Administration and Security Agreement andTest Administrator Prohibited Activities Agreement • Prepare room and materials for testing • Receive Test Group and Seal Codes

Test Administrator Responsibilities • Before Testing • Ensure that each student taking a Reading Retake has taken the corrsponding EPAT practice test • Remind students to submit their tests but not to exit TestNav upon completion of the Computer Based Test • Ensure that the School Testing Coordinator has set up and started the testing sessions in Pearson Access.

Test Administrator Responsibilities Materials Needed Before Testing • Ensure that your School Testing Coordinator has provided you with: • Session Rosters/Administration Records/Security Checklists • FCAT Required Seating Charts • Test Group Codes • Student Authorization Tickets • An option for collecting materials (A, B or C) • Seal Codes to provide to students only for Session 2 of the Reading Retake 2.0 test • CBT worksheets if being used

  34. Test Administrator Responsibilities During Testing • Distribute materials • Read scripts VERBATIM • Maintain test security • Actively supervise the test administration • BE VERY CAREFUL to not provide SEAL CODES until the 2nd day of testing (READING)

Test Administrator Responsibilities • During Testing- • Ensure that no student is looking at another student’ s computer monitor or using the computer to assist in the assessment • Note the accommodations provided on the Required Administration Information • If a student logs out for any reason (lunch, break, etc...) a staff member must resume their session in Pearson Access 35

Cannot Login to TestNav • Prior to testing: • Ensure that the appropriate link, username and password has been indicated in TestNav per the Student Authorization Ticket • If you receive an Early Warning System (EWS) message, follow the prompts to resolve that issue. EWS codes are found in the EWS guide located here: www.FLAssessments.com/AdditionalResources • During testing: • If problems continue 15 minutes into the test contact Student Assessment and Research and Pearson immediately • If a student leaves a test at any time a staff member must resume their session in Pearson Access. The student may resume testing at any work station that has TestNav installed on it. 36

Test Administrator Responsibilities After Testing • Collect test materials • Notify School Testing Coordinator of any missing materials • Notify School Testing Coordinator of any invalidations • Remove/Collect CBT Worksheets and Authorization Tickets • Complete FCAT Security Log, FCAT Administration Record / Security Checklist and FCAT Required Seating Chart • Organize and return all materials to School Testing Coordinator • Complete Comment Form

School Assessment Coordinator Responsibilities Before Testing • Read the manual (CBT, PBT Accommodations) & view training • Sign the FCAT Test Administration and Security Agreement • Print a copy of the Early Warning System Guide • Receive & inventory test materials • Email assessment.materials@browardschools.com for additional materials • Prepare Admin Records/Security Checklists and FCAT Required Seating Charts • Assign and train Test Administrators & Proctors • Ensure implementation of Administration Accommodations

School Assessment Coordinator Setting Up TestNav Before Testing • Specific instructions for assigning students, creating sessions and Authorization tickets are located in the Fall 2013 Retake Manual, pages 45-72 • Pearson has posted a detailed training here: http://flassessments.com/CBTTrainingResources • Make sure the Last Name, First Name and SID is correct.

School Assessment Coordinator Responsibilities During Testing • Supervise test administration • Maintain test security • Ensure FCAT Security Log and FCAT Administration Record / Security Checklists and FCAT Required Seating Chart are completed properly • Supervise make-up administrations • Monitor and resume CBT sessions • Ensure that Seal Codes are used properly

School Assessment Coordinator Responsibilities After Testing • Collect test materials • Notify Student Assessment & School Performance of any missing materials • Separate and store test materials as directed • Complete, Copy, and File FCAT Security Logs, FCAT Administration Record / Security Checklists and FCAT Required Seating Chart • Securely hold Authorization Tickets, and worksheets until after scores are released. • Check Comment Forms

School Assessment Coordinator Responsibilities After CBT Testing • Move or remove those students who did not show • Close out sessions and/or arrange for makeup testing within Pearson Access • Note Accommodations in Pearson Access • Detailed instructions for completing these activities are in the Manual • TESTING MUST BE COMPLETE BY OCTOBER 11th, except for retakes (if you have any). • Retakes may continue until 10/18/2013

  44. Material Return Return the following on Monday October 21st, 2013: • District Coordinator ONLY box with no label (hand write on box-District Coordinator Box). The originals of the following need to be returned: • Required Administration Information • Seating Charts • Chain of Custody Forms • Security Logs • Used CBT worksheets
