Implementation of SMS - CASA • Implementation viewed as, and set up as, a project • Central assessment of the service providers’ SMS • Extensive use of education materials for the industry • Just-in-time training given to the inspectorate (including Manual Authoring and Assessment Tool – MAAT) • Support tools developed to make the task easier (Gap Analysis, Assessment spreadsheets, MAAT, Safety Promotion products, online training modules)

  7. The Safety Management System dilemma • The safety culture and hazard awareness aspects of the SMS are key to improved aviation safety • The documented system is important to “lock in” the processes and to demonstrate that there is a functioning whole system

Typical scenario for doc development for small to medium sized operators • Most small organizations don’t know where to start • Too busy ‘running the business’ • May not have the specialized skills or experience in SMS • They acquire a Manual from another operator and modify it; or • employ a consultant to write the SMS Manual

  9. CASA’s solution - MAAT • CASA elected to provide a solution for organisations that takes them through the SMS (and any other manual) development process. For example: • Operations Manual, Exposition, DAMP, Maintenance, Maintenance training, HF training, Flight Training, FRMS, etc… • New maintenance/Flight Ops regulations will require 1800 Manuals to be submitted/assessed by CASA • Contains on-board training and guidance – both for the organisation and the inspector • Also serves as a central store for the industry manuals to facilitate the regulator/industry approval process

Manual Authoring and Assessment Tool (MAAT) objectives • Develop and implement a web-based tool for authoring and assessment of manuals • Provide benefits to both CASA and the Australian aviation industry through a central manual exchange system • Improve consistency of process, guidance, formats, submissions, assessment tools and responses • Customised to operational type, size and complexity • Improve efficiency through clarified requirements and meaningful, timely communication between parties; reducing manual process times • Improved accountability through improved auditability • Less cost to industry for assessment of documents
