  6. BRAC 2005: Background • 15 Sept 2005 – President approved and forwarded BRAC Commission recommendation to Congress • 9 Nov 2005 – BRAC Recommendations become law • NLT 15 Sept 2011- BRAC law states closure must be completed within 6 years of the date approved by the President

  7. BRAC Directives • Close Fort Monmouth • Relocate Team C4ISR activities at Ft Monmouth to: • APG • Ft Belvoir • Columbus, Ohio (DLA) • Relocate Team C4ISR activities (less Night Vision organizations & ISEC) at Ft. Belvoir to APG • Relocate PEO C3T activities from Redstone to APG

Team C4ISRMission is Critical Mission:As an Integrated Partnership, Team C4ISR Develops, Acquires, Fields and Sustains Superior Command and Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems for the Joint Warfighter - Sustaining Base, Operational, and Tactical Battlespace Recognized by BRAC Commission’s Added Language Team C4ISR’s critical mission in Support of Joint Warfighter is paramount. BRAC does not change focus on that mission every day!

Mission Objectives • Implement BRAC so that it is transparent to the Warfighter - continue C4ISR mission performance throughout transition • Adhere to statutory requirement to accomplish the move: • “without disruption of (our) support to the GWOT or other critical contingency operations” • “…ensure that necessary redundant capabilities are put in place to mitigate potential degradation of such support” • “…ensure maximum retention of critical workforce”*

  11. Facility Objectives • Provide facilities required to perform the mission • Further LCMC integration through physical collocation • Ensure Information Technology infrastructure to support the C4ISR mission • Ensure Quality of Life at APG commensurate with Fort Monmouth

Military Construction (MILCON) • Six 1391s for MILCON for Aberdeen Proving Ground have been developed • COE has design directives and design funding for FY07- 08 • MILCON funding for all six project has been programmed for the following: • $145M – FY07 • $245M – FY08 • $202.8M – FY09 • $152M – FY10 • Total MILCOM - $744.8M • Current plan is for combination of new construction and renovated facilities; facilities to be based on functional domains

Timelines • Dept of Army has not yet released specific timelines for implementing BRAC directives • Based on current Army planning, mission and personnel will most likely transfer in FY 10 – FY 11 • Funding and completion of MILCON projects at APG, MD is a major factor that will determine actual timelines

Our Continuing Focus • Assure Continued Mission Performance in support of Warfighter • Maximize Opportunities for Workforce to Relocate to APG • For those not willing to relocate, maximize retention here until closure • Assist those not willing to relocate in finding other federal jobs or local jobs

Human Resource Goals • Keep mission going • Hire up to approved staffing levels; Execute Workforce Plan; Retain critical workforce; Train current & future workforce • Take care of people • Develop comprehensive & adaptable HR BRAC plan that avoids adverse impacts & accommodates employee desires; Job Fairs / NJ Department of Labor Assistance; Early Priority Placement Program (PPP) registration • Inform employees to aid decision making • Pre-Retirement Seminars; Permanent Change of Station, PPP & Transfer of Function Entitlement Briefings; Individual counseling & Town Hall Meetings • Motivate employees to move – Relocation Fairs
