Procurement and the Environment Purchasing is a core function in all organizations Purchasing holds tremendous market power and shoulders big responsibilities Historically, organizations have not looked to the purchasers to support their environmental goals …. …Also, end users, procurement, and disposal/end of usefulness (solid waste) were considered totally unrelated issues and not as a team Today we think in terms of “Life Cycle Costs” “As a Team we can make it Green”

THE FEDERAL FOOTPRINT • Owns or leases more than 645,000 non-tactical vehicles worldwide • Manages or owns nearly 1 in every 5 acres in the U.S. • Single largest domestic buyer and user of energy • Spends $7 billion to power Federal buildings • Purchases about $74 billion worth of IT equipment and services per year • Department of the Interior spent over $4 billion in FY 2010 purchases

By buying green we… • Conserve: • Foreign and domestic raw materials; • Landfill space; and • Energy in securing, transporting, and manufacturing. • Create jobs in new markets • Improve air quality and decrease greenhouse gases • Closes the loop between recycling and purchasing items with recycled content by creating demand

Not just because it is right… …but because it is the law. • Legislation: • Resource Conservation and Recovery Act • Pollution Prevention Act • Energy Policy Act of 2005 • Energy Independence and Security Act of 2007 • Executive Orders: • E.O. 13423 - Strengthening Federal Environmental, Energy, and Transportation Management • E.O. 13514 - Federal Leadership in Environmental, Energy, and Economic Performance • FAR Clauses: • Revisions to reflect E.O. and legislative mandates

EXECUTIVE ORDER 13423 • EO 13423, Strengthening Federal Environmental, Energy and Transportation Management • Consolidated and strengthened “sustainable” purchasing requirements from 5 previous EOs and Memorandum of Understanding • Establishes new and updated goals, practices, reporting requirements for environmental, energy and transportation performance and accountability

Executive Order 13514 The goal of the E.O. is to “establish an integrated strategy towards sustainability in the Federal Government and to make reduction of greenhouse gas emissions (GHG) a priority for Federal agencies.” Federal government wide, 95% of new contract actions including task and delivery orders must include green standards (energy efficient, water efficient, biobased, environmentally preferable, non-ozone depleting, recycled content or are non or less-toxic). http://www.whitehouse.gov/assets/documents/2009fedleader_eo_rel.pdf

WHAT MAKES A PRODUCT GREEN? • Look for the presence of certain attributes: • Recycled content • Energy efficient • Bio-based • More durable • Less packaging • Upgradeable • Look for the absence of certain attributes: • GHG emissions • Carcinogens • Ozone Depleting Chemicals • Toxics Choosing to NOT BUY!

  15. How will DOI Reach 95% Goal? Many products and services we currently procure are considered “green.” Solicitations should go beyond a FAR contract clause to incorporating green requirements in the Statement of Work (SOW) and where applicable the evaluation criteria. Engaging your program/end users is critical to our success. “As a Team we can make it Green”

ENERGY EFFICIENT PRODUCTS: FEMP-DESIGNATED • Categories of FEMP-Designated Products: • Lighting • Commercial and Industrial Equipment • Food Service Equipment • Office Equipment • Appliances • Residential Equipment • Plumbing • Construction products • Low standby power • FEMP products are in the upper 25% of energy efficiency in their class.

  28. Speed bumps to reaching 95% When is a contract green enough to be counted as green? I thought the SSPP said we did not need to reach 95% until FY 2012? Why did the data call elements change between the 1st Q 2011 and the 2nd Q 2011? How about the 3rd and 4th Qs?

  29. Speed bumps to reaching 95% How can we afford the extra costs associated with some green products. Especially with reduced budgets! We cannot effectively count our green contracts through FPDS- NG. It is time consuming to look at 5% manually. It does not seem possible for us to make virtually all our supply and service contracts green

  31. We can do it – with a little help! Make use of the Comprehensive Procurement Guidelines (CPG) at www.FedCenter.gov Talk to other contracting officers and program managers at your bureau and other bureaus. Talk to your Life Cycle Management Rep.
