  2. WHO IS SERCO? SERCO HAS BEEN DELIVERING ESSENTIAL PUBLIC SERVICES FOR MORE THAN 40 YEARS. THEY OPERATE IN ASIA PACIFIC, THE UNITED KINGDOM, EUROPE, THE MIDDLE EAST AND NORTH AMERICA. AROUND 55,000 EMPLOYEES DELIVER MISSION CRITICAL SERVICES TO GOVERNMENT AND PRIVATE CUSTOMERS IN MORE THAN 600 CONTRACTS IN 35 COUNTRIES AROUND THE WORLD. SERCO WAS INCLUDED IN THE FTSE 100 IN DECEMBER 2008. SERCO’S PRINCIPLE BASE IS THE PUBLIC SECTOR, REPRESENTING 90% OF IT’S BUSINESS SERCO PROVIDE ESSENTIAL PUBLIC SERVICES TO MILLIONS OF PEOPLE AROUND THE GLOBE. IN 2006, SERCO WERE AWARDED THE ACACIA PRISON CONTRACT

  4. What Does Acacia Prison’s Indigenous Inmate Profile Look Like? • Highest No of Indigenous prisoners in WA. • 22ND. March 2010 – 34.3% of prisoners are Aboriginal. • Not an ‘Aboriginal Prison’ (75%) • Accommodates more Indigenous prisoners than many WA prisons hold (258).

  7. Diversity and Needs • Cultural dislocation • Language barriers and lack of knowledge or understanding of the Justice System. • Chronic health conditions. • Spiritual needs.

What do we do and what are we trying to achieve? • Lessen the impact of institutionalisation by: • Celebrating Cultural events as a community within a wider community. e.g.: Australia Day, Sorry Day, Apology Day, Waitangi Day, Harmony Day, Ramadan & Festival of Eid, Chinese New Year & Mooncake Festival, NAIDOC, etc… • Fostering connections with Family. • Culturally diverse Peer Support Team. • Placing an emphasis on health. • Encouraging reparation and restitution initiatives.

Aboriginal Advisory Board • TERMS OF REFERENCE The Acacia Prison Aboriginal Advisory Board was established by Serco Australia to provide relevant support and advice to Management on issues, programs and services, which affect Aboriginal prisoners incarcerated at Acacia Prison. • The Aboriginal Advisory Board will work with the Assistant Director Offender Management; the Coordinator Indigenous Affairs and other members of the Senior Management Team at Acacia Prison to provide advice and direction on policies, initiatives, services and programs for Aboriginal prisoners in the following areas: Community, cultural and spirituality;Post release support Health & wellbeing;Diet;Education; Skills and Vocational training;Work programs; and Post release support

MOU’s with external stakeholders • MARR MOODITJ FOUNDATION Our Vision: The Marr Mooditj Foundation is a college committed to the education and training of Aboriginal and Torres Strait Islander people, to empower them to competently deliver and manage health care and community services programs in a culturally appropriate manner to the Aboriginal and Torres Strait Islander community.

Reconciliation • Department of Indigenous Affairs • Reconciliation Action Plans (RAPs) • The Department, in partnership with Reconciliation Australia, is working with other agencies, organisations and communities to overcome disadvantage and to Close the Gap - particularly in the areas of health, housing, education, law, justice and employment.  • Reconciliation Australia states: • “A RAP provides an organisation with a framework for the future, detailing steps and priorities to achieve Indigenous equality.

Independent Reviews • Using the outlined Terms of Reference (14 points) this Consultancy Project will review Acacia Prison’s Aboriginal population and service delivery by collecting, recording and commenting on the perceptions and views of Indigenous prisoners to: • Identify programs, services and initiatives that are meeting the needs of the various Aboriginal groups. • Identify programs, services and initiatives that are not meeting the needs of the various Aboriginal groups. • Make recommendations on operational strategies to address the identified gaps.
