FROM THE DIRECTOR’S DESK Office of Civil Rights Report • Suspension of preschool children • Black students represent 18 percent of preschool enrollment • 42 percent suspended once • 48 percent suspended more than once • Access to preschoolis not a reality for much of the country • About 40 percent of public school districts do not offer preschool • Most of preschool programs are part-day only • Of the school districts that operate public preschool programs, about half are available to all students within the district. http:www.ocrdata.ed.gov.

From the Director’s Desk • Here is the problem in Michigan: • One of the requirements of the waiver is that state assessment scores be a factor to use in the educator effectiveness process • Michigan has state law the does not include the consideration of state assessment data • You may want to contact your local representative if you have concerns
