  1. Play it safe OCFO All Hands Safety Meeting Jeffrey A. Fernandez Chief Financial Officer June 26, 2008

  2. Congratulations! • OCFO has now completed one full year without an EH&S “recordable” • This is an amazing achievement • Keep up the great work and let’s not rest on our laurels • Take special care during our upcoming move • Safety is job #1! Safety is our business

  3. Berkeley Lab Integrated Safety Management (ISM) • DOE Office of Science Worker Safety Principles: • Safety comes first • We expect compliance with the law and regulations • We expect our leaders to take responsibility for the safety of people at the Lab and for protection of the environment • Each of us takes personal responsibility for the safety of people at the Lab and for protection of the environment Think safety—It couldn’t hurt

  4. ES&H Update • Numerous reviews have highlighted opportunities to improve our ES&H programs • Improved communication • Implementing line management responsibility • Pub 3000 updated • Lab-wide stand-down, every Division is re-emphasizing safety • Systematically identifying hazards and how to control them • Job Hazard Analysis (JHA) • Other examples: • Changes in ergonomics program • Developing ergo work station standards • More ergo people at the Lab than ever before; added Ergo Specialist, Kristin Amlie (devoted to OCFO 1-day/week) • Traffic safety • New cross walk warning lights • New bike rules • New road signage • Ideas and suggestions contact: • trafficsafety@lbl.gov Be aware, take care

  5. ES&H Roles & Responsibilities • All – understand ISM • All – know your duties and be trained • All – know the hazards for all the places you work • Supervisors and Work Leads – know where your employees work and the hazards of their jobs • Supervisors and Work Leads - make sure your direct reports take the JHA annually and are trained • All Management(from Division Director to Work Leads) • Responsible for area walkthroughs Safety is a way of life

  6. ISM - What Is it? • Can you answer each of these questions? • What will I be doing? • Do I know what the hazards are? • Do I have everything I need to do the job safely: training, tools, time, and authorization? • Am I doing the job safely? • What can I do better? • I AM RESPONSIBLE FOR SAFETY Safety—It’s in your hands

  7. ISM Responsibility • Each of us should be talking to our manager, and often • About our work • About doing our work safely • ISM Manager/Supervisor Responsibility: • Walkthroughs required: all Lab and office areas - two times a year • This task cannot be delegated! • Checklists on website Safety begins with teamwork

  8. ISM Responsibility • Every employee annually: • Completes Job Hazards Analysis • All required training • Every two years: • General Employee Radiation Training (GERT) If you are aware of it, take care of it

  9. Job Hazard Analysis • The lab is switching from the JHQ (Job Hazard Questionnaire) to the JHA (Job Hazard Analysis). Today you will be given instructions on how to access the new JHA so you can go back to your desks and complete it. • This will be done to resolve some problems with the JHQ: • only addressed hazards that require formal training • questions were often difficult to understand and answered incorrectly • didn’t recognize that many groups face the same hazards • the new JHA is designed to ensure a formal dialogue between supervisors and staff on hazards that are encountered in the Lab and results in a sign-off or authorization by the supervisor • ALL OCFO STAFF MUST COMPLETE THE NEW JHA NO LATER THAN JULY 30, 2008 (as part of the current performance review process) Safety first, last and always

  10. 937 Move • 937 staff will move back to the hill beginning in November • Pack boxes safely - do not lift yourself, movers will do this • Make sure your new workstations are ergonomically correct for you • Ergonomist is measuring staff now to ensure new workstations are at the proper height before we get to our new “homes” • Don’t rush, take the time it takes to do the job right Do the do’s and not the don’ts

  13. Summary • Safety is a part of our Division culture, but we can always improve • Many changes to ES&H policies and procedures • Need to understand them and know how they are implemented in our Division • We are judged by DOE on how well we: • Protect people and property • Do what our policies and procedures say we do • Identify things that need to be fixed and fixing them • We are seeking improved safety, less scrutiny and continuing work under this contract Safety starts with an S but begins with YOU
