Reading and the Common Core: “No Content Left Behind” • Purpose: • To illustrate how Maryland’s statewide reading priority and the Common Core come full circle through secondary reading content. • Two Themes: • The importance of policy, preparation, and practice in student learning. • Common Core’s role in teaching and learning in all content areas.

  4. Reading as a Priority 1998 State Superintendent established reading as a major priority . Baltimore Sun’s “Reading by 9” Now – MD adoption of the Common Core; READING and Math

Reading in Teacher Education Programs • 1998 – MSDE: “Double the courses.” • Elementary to 4 courses. • Secondary to 2 courses called “Reading in the Content Areas, I and II.” Now - MD Adoption of the Common Core – Elementary and Secondary Secondary – incorporation of content areas, so . . . “no content left behind” Prep Programs will work with K-12 to incorporate new standards. Wow!

UMUC: A New Teacher Education University • UMUC: Established in 1947 as a worldwide public university • Mission: To serve adult professionals, including the military • Faculty: Expert practitioners for real world learning • Primarily online: Pioneered online course/program delivery • Global leader: A partner and mentor university internationally • Teacher education: Started in the early 2000’s; redeveloped • the Master of Arts in Teaching (MAT) in 2009.

  7. UMUC’s Department of Education • Three Programs: • MAT – new teachers • MEd – instructional technology • MDE – distance education • Global connections for global • learning • All online, except field/clinical • experiences (MAT & MEd)

UMUC’s MAT Program • Secondary only: Prepares middle and high school teachers • Content areas: English, History, Social Studies, Math, Biology, Chemistry, • Earth/Space Science, Physics, Computer Science, Spanish, French, • German, Italian, Russian, Chinese, Japanese, Arabic • Candidates: Recent college graduates and career changers; all have • academic background for teaching • Program: Five 6-credit courses • Field/clinical: F2F & virtual; 15-week internship

  9. MAT Online: Creative, Adaptive, and Innovative Before 2009 Excellent new program But traditional 3-credit courses Difficulty responding to candidate circumstances Hard to complete under 3 yrs. Since 2009: 6-credit courses Reading is central! Candidates can move at their own pace – fast/slow. Program adapts to candidate when an employed as a teacher. Program is increasingly field based.

Reading is Central, Pivotal in the Program Course 1: Introduction to program and profession Course 2: Focus on students, how they learn and their learning differences Course 3: “Reading and Multiple Literacies” Course 4: Focus on teaching methods and assessment Course 5: Internship and Professional Seminar

Joseph, PGCPS and • UMUC MAT graduate Teaching candidates to use strategies “that work”: Lynn introduces the strategies. Tina presents classroom videos of strategies with her narration. Lynn & Tina meet with candidates in multiple ways to promote learning for effective teaching.

  18. Common Core Implementation in the U. S. . . . A recent presentation by Scott Pfeifer, MSDE (3/12/12) . . . At an early-March 2012 national meeting of the National Association of Secondary School Principals, Scott filled a conference session. No seats left! He asked: “How many of you have worked with your staff to prepare for the Common Core?” Response: Less than 20% His comment: “How lucky we are to be in Maryland with Race To The Top funding to get the Common Core into all of the schools!”
