GDF SUEZ Worldwide: a large share of Renewable Energy • Renewable energy sources are a response to the citizens’ concerns and an integral part of the activities associated to Sustainable Development within GDF SUEZ. The Group is facing five majors challenges and renewable energy may certainly be part of the solution: • Strengthening our international presence, • Adapting our activities to new markets, regulations, energy policies, etc • Fighting climate change, • Preserving scarce resources, • Supporting social development in emerging countries. Mediterranean basin • The Group is traditionally active in the region all along the energy and environment value chain, from upstream to downstream and is looking to be even more active to bring the essentials to the populations : energy, environment and sustainable development. • Growing activities and new business interests in the South Mediterranean: Algeria, Morocco, Egypt, Turkey, Libya. • Algeria: waste water treatment, E&P, pipeline, engineering services, water supply, energy services • Egypt: waste water treatment, engineering services, E&P • Jordan: engineering services, waste water treatment • Libya: E&P, engineering services, waste water treatment • Morocco: water supply, waste water treatment , engineering services, Sita El Beida, wind power • Tunisia: engineering services • Turkey: gas power plant, gas distribution, engineering services, waste water treatment October 21, 2009

  10. GDF SUEZ and the Concentrated Solar Power (CSP) project • Context • MENA’s consumption of energy is growing faster than that of any other region in the world. For this reason, countries are increasingly looking to scale-up energy efficiency and renewable energy as part of their energy development and security strategies. CSP is considered a particularly promising low carbon option in the region. • Scaling-up of solar energy is attractive within the regional context due several key reasons: • it is a vehicle to promote economic integration in the Mediterranean and Gulf region, and provide export revenues; • it can help achieve industrial modernization and diversification objectives, and enhance job creation; • increased use of solar energy would free-up valuable oil and gas resources that could then be utilized for higher value-added purposes; • in countries with limited energy resources, energy supply diversification through renewable energy increases energy security; • as the global solar industry is at the beginning of a market take-off, entry at the stage will offer Arab countries a firm first-mover advantage. GDF SUEZ and the Concentrated Solar Power (CSP) project • Objectives • The Mediterranean Solar Plan (MSP) was originally initiated by France in the context of the Mediterranean Solar Planincludes a large vision on the development of solar energy and other renewables in the region, with a total target of 20 GW by 2020. • WB, jointly with IFC and AfDB are focused in the preparation of a 1GW CSP plan for MENA over the next 6-8 years • Wise allocation of the future new electricity capacity between (1) domestic consumption on one hand and export to European markets on the other and (2) CSP capacities and other power generation sources • Strengths • Favourable climatic conditions for deployment of large-scale solar power generation facilities, • CSP technologies may have reached a certain level of maturity that would enable its deployment on a large scale basis. • Solar-based technologies have a significant potential in terms of creation of new markets, creating jobs, technology transfer and these technologies are therefore set to boost economic and social development. • Solar energy is a renewable energy and thus contributes to the climate change fight. GDF SUEZ and the Concentrated Solar Power (CSP) project • Issues • It is crucial to promote the convergence of practices and the integration of energy markets (legislation & regulation, institutional frameworks, etc); • The CSP project framework has to be aligned with any given member’s respective legislation regarding climate change and energy sector policy; • The establishment of public/private and private/private partnerships must be promoted in order to increase the development of industrial projects. • Electrical interconnections between countries of the Euro-Mediterranean region must be facilitated and implemented; • The financial viability of CSP plant depends on several factors, such as: capital costs of the plant, capacity factor, financing terms by the CTF, tariff affordability, fiscal incentives, level of CER revenue. GDF SUEZ and the Concentrated Solar Power (CSP) project • Conclusion • GDF SUEZ wants to position itself as a relevant player in the renewable market and recognizes that CSP shall be a major technology in this field, in addition to wind and hydroelectric power technology. • GDF SUEZ brings its know-how in project development and technology as well as its in-depth knowledge of the region. • A great effort of cooperation between all stakeholders is needed. • As a player from the private sector, we have specific investment criteria which take into account all aspects of any given project. • No single company, government or institution has the answers to all the questions. GDF SUEZ wants certainly to be part of the solution of this major endeavour. • GDF SUEZ wishes to be a partner to implement the Mediterranean Solar Project and has proposed wind projects for the first phase of this ambitious project. Our Group will participate as a member of the Observatoire Méditerranéen de l’Energies (OME) to work in support to the MSP. In this context, the CSP MENA programme shall play a key role October 21, 2009
