  8. PURPOSE.  Provide immediate support to AFP and OFDA relief efforts in the devastated area to reduce further loss of life and mitigate human suffering. METHOD.  Employ forces and capabilities to provide damage assessments, intra-theater lift support to USAID/OFDA and mil-mil support to the SFP in the affected areas to enhance GRP response efforts in coordination with JUSMAG-PHIL.  GRP will lead relief efforts with support from the USG lead federal agency (USAID/OFDA) and USPACOM forces.  As relief efforts begin to transition to recovery, U.S. Forces will transition support functions to other organizations and/or agencies as soon as practical and ICW LFA and the U.S. Ambassador. Upon mission completion, U.S. Forces redeploy as directed. ENDSTATE.  USAID/OFDA and AFP no longer require DOD/USPACOM assistance, loss of life and human suffering has been minimized, applicable U.S. Forces are safely redeployed and JSOTF-P terminates mil-to-mil support to AFP relief efforts. USPACOM Commander’s Intent

  9. PHASE I - CRISIS ASSESSMENT AND IMMEDIATE RESPONSE (ONGOING).This phase will likely continue throughout the operation to monitor conditions and evolving needs.  Assessment teams may also be employed to identify potential projects and activities in support of Ref B and longer term goals under security cooperation parameters. PHASE II - DEPLOYMENT.  USPACOM Will deploy assets to meet identified GRP requirements as validated by and AFP mil-mil support capabilities, primarily to support the movement of relief supplies, equipment, and personnel in support of AFP relief efforts.  Initial deployment will be to the main GRP relief staging base in Manila PHASE III - RELIEF OPERATIONS.  Deployed forces will conduct support activities with the supported organizations.  Main operations will likely include the movement of personnel, supplies and resources from manila to regional distribution hubs and ISR to support SAR efforts, but may also include deploying forward to facilitate further distribution efforts and conducting limited clearing operations to facilitate and enable onward movement of relief supplies and equipment.  Identifying and setting transition conditions and planning for transition execution is a key aspect of this phase. PHASE IV - TRANSITION.  In coordination with the supported organizations, transition of dod activities will begin as soon as possible.  As conditions are met for individual task transition, DOD will handover responsibilities to AFP or other trusted agents when those agencies are fully capable of sustaining the relief effort. PHASE V - REDEPLOYMENT.  Redeployment will begin as capabilities and support activities are transitioned to other organizations, or as informed by the U.S. Ambassador. USPACOM Commander’s CONOPS

  13. Constraints CTF 70 must operate in accordance with the RP-US HA/DR CONOPS Keep operation UNCLASSIFIED to maximum extent possible Light lift capability of embarked Helos Must operate within confines of Visiting Forces Agreement Restraints US DOD response does not duplicate the response activities of other organizations Limitations

  14. GWASG will operate in a manner to minimize transit while maximizing lift No Alert posture set for LRA intercept GWASG will disaggregate to support APODs and SPODS ivo Ormoc, Guiuan, and Eastern Samar USNS BOWDITCH will complete survey prior to GWA entering Leyte Gulf Have authority to embark relief partner nations personnel on aircraft and ships No local C2 exists, CVN will act as C2 Node HADR takes priority over CSG readiness and training Daytime relief operations only COD will service CVN only HADR operations will have impacts on CVW currency creating shortfalls for follow on surge tasking Assumptions

  15. Change in status of critical APOD/SPODs Pending natural disaster that may affect SGOA Has the security situation degraded to the point where GRP can no longer provide for the safety of US personnel? Has CTF 70 been requested to conduct additional operations outside the SGOA? Any report of outbreak of disease that may affect US Forces ability to conduct HADR relief operations. Loss of critical capabilities Event that discredits US government or CTF 70 efforts Significant change in scope/scale of GRP request for support Recommended Commander’s CIRs

  16. Public Affairs Statement: The U.S. Navy expresses its condolences to the people of the Philippines who are experiencing terrible loss in the wake of Typhoon Haiyan/Yolanda.
