  7. Global Societal Needs • Global Societal Needs • Improved protection of life and property (related to impacts of hazardous weather, climate, water and other environmental events and increased safety of transport on land, at sea and in the air; • Poverty alleviation, sustained livelihoods and economic growth (in connection with the Millennium Development Goals) including improved health and social well-being of citizens (related to weather, climate, water and environmental events and influence); and • Sustainable use of natural resources and improved environmental quality. 10. CAgM ToRs to address GSNs • With global societal needs escalating, future weather, climate, water and related environmental products and services will require significant targeted improvements. • The definition of the role of CAgM in the 1999 vision document as a “Statement of Need” was designed with a view to the 21st century and to serve the future goals of CAgM. The vision statement: “to promote agrometeorology and agrometeorological applications for efficient, sustainable food, fodder and fibre production for an increasing world population in fastly changing environments”. CAgM XV - 2010

  11. CAgM ToRs to address GSNs • The draft WMO Strategic Plan for agrometeorology focuses on improving support systems, including evaluation of impacts of climate variability/change and natural disasters to vulnerable sectors to communities and decision making for sustainability; • The Management Group and Secretariat have devised a CAgM Operational Plan; • Key Outcomes and Deliverables have been identified CAgM XV - 2010

  12. Revised CAgM Terms of Reference (a) Applications of meteorology to the management of agriculture, forestry, livestock and fisheries sectors (herein after referred to as sub-sectors), taking into account developments both in the scientific and practical fields; CAgM XV - 2010

  13. Revised CAgM Terms of Reference (b) Assisting the Member countries in developing and establishing their agrometeorological services through transfer of knowledge, methodologies, and techniques and by providing advice in particular on: (i) The most practical use of knowledge concerning weather and climate for sustainable agricultural management through conservation and better use of natural resources; (ii) The use of weather, climate, and agrometeorological forecasts and warnings for operational purposes; (iii) Adaptation to climate variability and change, in particular in developing countries; (iv)The combating of unfavourable influences of weather and climate on agriculture and animal husbandry, including weather-related pests and diseases; (v) The protection of agricultural produce in storage or in transit against damage or deterioration due to the direct and indirect influences of weather and climate; CAgM XV - 2010

  14. Revised CAgM Terms of Reference (c) Developing mechanisms through which users of weather and climate information in sub-sectors can liaise actively with weather and climate service providers and vice versa; (d) Formulating data and information requirements for agricultural purposes; (e) Using effective communication methods for disseminating agrometeorological information, advice and warnings to sub-sectors and obtaining feedback; (f) Promoting a better understanding of the interactions between weather, climate, drought and desertification. CAgM XV - 2010

  15. WMO Operating Plan • Based on Strategic Plan 2012-2015 and informs Results Based Budget and Monitoring and Evaluation; • Has activities from RAs, TCs and Secretariat • More input needed from TCs and RAs • Guidance needed on further development CAgM XV - 2010

  16. Summary • Approval of the CAgM revised Terms of Reference (ToRs)for forwarding to all CAgM Members • Approve the forwarding of a sample of the Operating Plan to Congress for endorsement and make available to all management groups and EC members • Approval by Congress of the revised ToRs • Provide guidance on preparation of the next strategic plan (2016 – 2019 and beyond) CAgM XV - 2010

  17. Thank you CAgM XV - 2010

  18. STs, ERs, KO’s , KPI’s and Priority Areas linkage • ST2: Advancing scientific research and application as well as development and implementation of technology • Has three Expected Results (ER 3, ER 4 and ER 5) • ER 3: Enhanced capabilities of Members to produce better weather, climate, water and related environmental information, prediction and warnings to support in particular climate impact and adaptation strategies(4KOs) • ER4:Enhanced capabilities of Members to access, develop, implement and use integrated and interoperable surface-based and space-based systems for weather, climate and hydrological observations, as well as related environmental observations, based on world standards set by WMO(3KOs. • ER5:Enhanced capabilities of Members to contribute to and draw benefits from the global research capacity for weather, climate, water and environmental science and technology development(5KOs) • Priority areas within ER’s: • ER3-GFCS(Climate Services information System, Climate User Interface Programme) • ER4(WIGOS, WIS and GCOS)
