Resource Control Performance • One minute Average Data of Grid Frequency and the Resource’s Control Error (RCE). • Control Error = Actual Generation minus Expected Generation. • Expected Generation = Updated Base Point + Regulation Deployment + Expected Primary Frequency Response (EPFR). • EPFR based on Resource droop and dead-band setting.

  3. RCPS1 Formula [ 2 – (RCE x Delta Hz)/(-10 x BiasResource) ] x 100 (Epsilon1)2 Delta Hz = Grid Frequency – Scheduled Frequency RCE = Resource Control Error BiasResource= Resource Seasonal Capacity/(60 x Droop x (-)10) Where Droop = 5% = 0.05 Epsilon1 = Current Grid Annual RMS1 of Frequency.

  13. Actual RCPS1 for the Hour of any Non-Responsive Resource – MW Output Exactly on Target But No Frequency Response -19.678 RCPS1 value sets the Zero Delivery point for all Resources for This Hour.

  14. Calculating Resource Frequency Response Delivery During This Hour From our Example: (258.4 – (-)19.678) X 100 = (200 – (-)19.678) 278.078 X 100 =126.58 % 219.678 -3.25 MW/0.1 Hz X 126.58 % = -4.114 MW/0.1 Hz Average Frequency Response Delivery during this hour.

  15. Summary • Average delivery of Primary Frequency Response can be measured on a continuous bases. • Once known, the MW movement due to providing Primary Frequency Response can also be calculated (mileage). • The CPS calculation weights the evaluation when frequency is off schedule the furthest, when response is most important.
