    3. 3 The Recovery Model Embraces the idea that people can and do recover from mental illness and substance abuse/addiction Actively engages the consumer in their own recovery Changes the focus of decisions from the provider to the consumer Is supported by a mounting body of research – improved outcomes

    4. 4 Unequivocal Support for the Recovery Model The President’s New Freedom Commission Report Vision Statement: We envision a future when everyone with a mental illness will recover, a future when mental illnesses can be prevented or cured, a future when mental illnesses are detected early, and a future when everyone with a mental illness at any stage of life has access to effective treatment and supports – essentials for living, working, learning and participating fully in life SAMHSA’s Evidence-Based Practices Illness Management and Recovery Medication Management Assertive Community Treatment (PACT) Family Psychoeducation Supported Employment Integrated Dual Diagnosis Treatment

    5. 5 Current System Evolved piecemeal over time Splintering of responsibilities – fragmentation Two major parallel providers serving adults with serious mental illness Only one system being accessed for substance abuse services Little focus on consumers’ individual needs Significant burden on provider system Little focus on treatment outcomes

    6. 6 The Recovery Collaborative is focused on Rehabilitative Services (the Rehab Option) for Adults The Collaborative seeks to create one unified system of: - Service Delivery - Policy - Financing - Claims/Reimbursement - Assessment/Care Coordination Services - Monitoring/Performance Improvement And… The addition of Evidence-Based Practices/services in a recovery-oriented system (continued)

    7. 7 Structure of the Collaborative Steering Committee (leadership from critical areas of ODMHSAS, OHCA, DHS) Subcommittees - Finance - Policy - Clinical - Eligibility/ Information Systems - Outcomes/Monitoring Stakeholder Meetings – Consumers, Advocates and Providers

    8. 8 What Has Been Accomplished Thus Far? Structure for Steering Committee and Workgroups Developed agreed upon mission, values, goals, objectives, and activities and expected outcomes ODMHSAS working to develop recommended structure of the delivery system ODMHSAS gathering consumer, advocate and provider input Joint grant application submitted OHCA Outpatient Behavioral Health rules in support of substance abuse treatment developed

    9. 9 Next Steps Two agencies discussing budget implications/budget request items for FY’06 Work on eligibility and claims system Clinical group – service delivery structure, what services Make policies congruent and supportive of recovery philosophy and EBP Outcomes – how to measure, monitor, evaluate
