  2. A cross section study Conducted in one week Nov./Dec. - 2005: 5,500 – 1.19 per 1000 - 2003: 5,200 – 1.14 per 1000 - 1996: 6,200 – 1.50 per 1000 Three national surveys on homelessness

  3. Definition of homelessness Persons counted as homeless are those without owned or rented dwelling and who are • Referred to casual or temporary accommodation • Live temporarily with friends, relatives or acquaintances • In prison or institution due to release within two months and are without permanent residence • No arrangement for the coming night (rough sleeping)

  4. The Method A two step survey • Mapping of the respondents - 27 different types of respondents - 1250 respondents (Social services) • Registration of homeless persons - The respondents fill in a questionnaire for each homeless person

  5. The Questionnaire Maximum two pages, limited number of questions, distinct operational categories • Some ID information – double counts • Background data • Forms of residence • Intoxicating substance use and health

  6. Permissions/authorisations • The Data Inspectorate • Norwegian Social Science Data Services (NSD) Privacy Ombudsman for Research • The Directorate for Health and Social Services (Dir. for health/Dir. for work and welfare) • Dept. for Municipalities etc. (KRD) • Correctional Services (five regions) • Police Directorate • Enforcement authorities • Directorate for Children, Youth and Familiy Affairs

And perhaps from these institutions • The Council for Duty of Confidentiality and Research • The National Committees for Research Ethics in Norway - The National Committee for Research Ethics in the Social Sciences and the Humanities, NESH - The National and Regional Committees for Medical and Health Research Ethics, NEM and REK

  8. Obstacles and risks • The Data Inspectorate versus NSD/Privacy Ombudsman for Research • Exemption from obligation of confidentiality • Stricter law – practice or amendment of law • Informed consent from homeless people - primarily written

  9. Obstacles and risks • Municipalities / local authorities the key - reforms within local authority organisation • National reforms - National health service reform - Addiction treatment services - NAV – The Norwegian Labour and Welfare Administration

Obstacles and risks • Do the respondent carry out the registration during the data collection week?! • Will the right units and persons receive the letter of information in advance? • Will the right units and persons receive the questionnaires in right time? • Will the respondents return the questionnaires Will the huge organisation be mobilised to do the job?

  11. Recommendations • Update conceptual and operational definition on homelessness • Coordinate the definition with ETHOS - captures a wider variety of housing problems/housing and social exclusion • Carry through national cross section surveys in addition to other types of mappings/registrations • Regular cross section surveys should be comparable with earlier national surveys (1996, 2003, 2005, 2008)
