  4. What’s broken? We’re still failing people experiencing homelessness Too many are issued with fines If you can’t pay, there’s no real options Systems are too complex, and court-focussed

  5. What’s needed? We need meaningful change Better training for frontline staff Centralised information For those that can pay, one central payment plan For those that can’t pay, access to appropriate support services For those that shouldn’t pay, quick exit from infringements system
