4. 4 Scaffolds
5. 5 Introduction Scaffolds temporary work platforms, widely used in construction to provide access to elevated locations
Scaffolds are suspended (rope or cable) or supported
Hazards include:
Falls (the most common cause of construction fatalities)
Collapse
Falling objects
Scaffold risk is high, so extreme precautions must be taken
OSHA issued a scaffold standard for construction in 1996
29 CFR 1926.450
6. 6 Scaffold Safety Scaffold Precautions (OSHA requirements)
Competent person must supervise scaffold installation & removal, fall protection, etc.
Fall protection systems are required above 10 foot height
Guard rails or fall arrest systems
Scaffolds must have excess capacity (“safety factor”)
4x load capacity for scaffold
6x load capacity for rope and hardware
Scaffolds must be stable
Maximum 4:1 height ratio for free-standing scaffolds
Guys, ties for scaffolds over 4:1 height
Adequate foundation, plumbed and braced

Scaffold platform construction
Fully planked or decked
Gaps and openings restricted, overlap planks
No modification or mixing of scaffold components from different manufacturers
Safe access
No climbing cross braces
Rest platforms provided
Falling object protection
Hardhats required
Protect employees below
Barricades
Toe boards at edges of platforms
Panels, screens, canopies allowed

Safe scaffold use
Never overload scaffolds
Inspection by competent person
Do not move mobile scaffolds while employees are on
Maintain clearance near powerlines
Do not work on snow or ice covered platforms
Use tag lines on swinging loads
Do not work during storms or high winds
