Barotse Floodplain System Scoping Exercise Objective: to build a shared understanding of the development challenges and opportunities in the Barotse floodplain system and identify possible research questions and partnerships for the new Research Program to help inform on-going or planned development programs and investments

Team meetings: • Preparatory Meeting, Lusaka 5th Oct. • Daily wrap-up meetings, Mongu 11th-14th Oct. • Draft Report Review Meeting, Lusaka 31st Oct. • Stakeholder meetings (Gov’t, Civil Society, • Private Sector, Research) • Western Province and Mongu District, Mongu 11th Oct. • Senanga District, Senanga 13th Oct. • Focus group discussions and key informant interviews • (farmers and fishers) • Mongu District 11th – 12th Oct. • Senanga District 13th Oct. • Analysis workshop • Mongu 14th Oct

Key Scoping Exercise Results • A shared understanding of the Barotse Floodplain system as a research hub for the Program, including: • Main Development Challenges and Opportunities affecting the Barotse Basin as a whole • Possible target communities for start-up implementation of research activities • Big Research Questions that can inform development efforts in response to these challenges and opportunities • Institutional set-up and potential partners • Relevant development programs and investments and their possible linkages with the Research Program

Program Publicity & Awareness Building • Stakeholder dialogue • Presentation & discussions at the national level • Production &Distribution of Information Materials • Distribution of program brief in-country & regional • Production & distribution of AAS in Zambia factsheet and posters • Program launch event • ASARECA General Assembly – Entebbe [Uganda]

  10. Program Launch: 7th December 2011 Why the launch? Mark the official launch of the program in Zambia Provide stakeholders with the opportunity to review and comment on the findings of the scoping exercise Provide stakeholders with the opportunity to interact and share views on how best to target the programme so that it can contribute effectively to national development priorities Key Outcomes Overwhelming Program support AAS CRP information, & other WFC program information shared Increased networking and interaction AAS CRP launch update report

Some of the Big Research Questions Discussed • What institutional and technical innovations are best suited to secure a sustainable future for the transhumance system (or provide alternatives) so that it will generate or support economic and social opportunities for poor and vulnerable populations? • How can the poor best be enabled to participate in and benefit from emerging economic and social opportunities and how can their associated vulnerabilities be reduced, including those arising from migration, fragmented households, restricted resource access, marginal locations and high costs of food and living? • How can agricultural innovation in the Barotse Basin best be accelerated, networked and linked to investments in technology development, capacity strengthening, market development and social empowerment in the rest of Zambia?
