  3. Clause 4 of the Care Bill The Bill requires local authorities to establish and maintain an information and advice service related to care and support in their area. It must cover: • How the local system works • The choice and types of care and support available • How to access that care and support • How to access independent financial advice • How to raise concerns about safety or well-being The information and advice service must cover the needs of all its population, not just those who are in receipt of care or support which is arranged or fund. It must be accessible and proportionate
