From Global to Regional Scale The ABOP Strategy and Implementation Plan (A-SIP) will: • support and rely on a regional approach to planning and implementation through the WMO Regional Associations and, • will also provide requested support directly to those individual NMHSs that have demonstrated capability and drive to establish AMDAR programs. WMO

  3. Scope The Scope of the A-RIP should include strategy and plans for: • the development and implementation or expansion of AMDAR with the inclusion of consideration for water vapour measurement (utilising WVSS-II); and, • derivation of ABO data from additional or alternative observing systems such as TAMDAR, (AirDat), AFIRS (FlyHt) and ICAO Automatic Dependent Surveillance (ADS). WMO

Aims and Objectives • Develop and implement a strategy and plan for the improvement of upper air data coverage over your Region • Where possible and agreed, take a regional, collaborative approach to ABO systems development and implementation, taking advantage of economic efficiencies etc. • Coordinate the A-RIP with the corresponding regional implementation plan for WIGOS (R-WIP) WMO

The A-RIP document presented to this meeting (INF 5.2.3.1) is a template where in particular • Section 5 Regional Considerations and • Section 6 Implementation Plan have to be completed by each Region individually as the content will vary between Regions depending on the actual conditions WMO

There is work for you to do ..... • WMO has completed study on AMDAR Coverage & Targeting for Future Airline Recruitment • 7 Data-sparse Regions for targeted development • Potential expansion: 128 Airlines with over 2500 aircraft • Initial high priority target airlines: 26 airlines, ~1200 aircraft WMO

There is work for you to do ..... • So identify the stakeholders, airlines and other partners for cooperation and • Analyse the needs and requirements in your Region • Use the recently completed WMO study on Coverage and Target Airlines – Online here. • Complete the A-RIP from your perspective and based on the specific needs, requirements and other conditions in your Region • WMO Secretariat will coordinate the work between the Regions and can assist you • Please send the first draft of your A-RIP to dlockett@wmo.int and scarlbergwmoado@gmail.com by 31st October 2013 WMO
