  5. Preliminary work KSEB invited bid for CDM based CFL programme “BLY” in Nov. 2009 three firms shortlisted, none shown keen interest in implementing the project. KSEB cancelled the bid and discussed with BEE to overcome the situation.   6. Cost Government accorded AS (Administrative Sanction) to EMC for implementing the BLY programme. Tenders were finalized and EMC issued supply orders to M/s Philips on 01st Feb 2010. Total Project Cost :Rs.95.00 Cr. Loan from Govt. :Rs. 40.00 Cr. Loan from KSEB :Rs.51.50 Cr.(@13.5% interest) Total CFLs purchased :1,44,17,466 Nos. energy management centre – kerala www.keralaenergy.gov.in

  11. Guidelines for CFL distribution A Ex. E in sub Regional Store of Circle Office receives the CFLs Testing of samples Verification of Bills and forward to EMC Issue of CFLs to various KSEB offices based on the domestic consumer strength In the Section Office, AE to maintain a separate register Give mass publicity through News papers regarding supply of CFLs energy management centre – kerala www.keralaenergy.gov.in

Guidelines for CFL distribution AE to decide on distribution Centers in consultation with Panchayath, People Representatives, Resident’s Association/NGO’s etc. to record distribution of CFLs, recorded in format containing : “ Consumer No, name, date of last bill, details of amount received, Agreement, signature” A master register of section is made available for any verification energy management centre – kerala www.keralaenergy.gov.in

Guidelines for CFL distribution At distribution center, more than one set of counters, each with 4 sub-counters, viz., First sub-counter: testing the Incandescent Lamp(ICL) Second sub-counter: indentifying the consumer and affixing signature (agreement) Third sub-counter: collecting Rs. 30/- and issuing of receipt Fourth sub-counter: issue of CFL after testing and affixing seal (Two CFL issued) in the last bill and issue of notice for making aware of the benefits in savings and to avoid mercury pollution energy management centre – kerala www.keralaenergy.gov.in
