  2. Overview • These training materials are based on the Fall 2012 Reading & Mathematics Retake Test Administration Manual. • One manual is provided for this administration. Instructions and scripts for administering for computer-based (CBT), paper-based (PBT), and accommodated forms are included in this manual. • Training materials are available at www.FLAssessments.com/FallRetake.

Glossary of Terms PearsonAccess– www.pearsonaccess.com/fl • A website used for almost all test preparation (e.g., PreID), setup, administration, and reporting tasks. • Correct test administration must be selected each time you log in. • Requires a username and password. • Links to support materials: www.FLAssessments.com/FallRetake • PearsonAccess will timeout after 14 minutes of inactivity.

  4. Glossary of Terms PearsonAccess Training Center • Accessed from the Training Center tab on PearsonAccess Home page. • Provides an opportunity to • Practice PearsonAccess tasks. • Manage the Infrastructure Trial in preparation for testing. • Requires a username and password.

  5. Glossary of Terms TestNav 6.9 (TestNav) • Platform for Florida’s high-stakes computer-based statewide assessments. • Software application installed either on a file server or on each computer that will be used for testing.

Glossary of Terms TestHear • Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments. • Software application installed on each computer that will be used to test students who require accommodated CBT forms. • TestHear operates on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). Note: A new version of TestHear that incorporates seal code functionality for the FCAT 2.0 Reading Retake along with other minor updates must be downloaded to each workstation that will be used by students requiring accommodated CBT forms. • The newest version of TestHear is available at www.FLAssessments.com/downloads.

What’s New for Fall 2012 No Calculators in TestHear • TestHear does not have a built-in four-function calculator. • Students taking an accommodated CBT form of the FCAT Mathematics Retake MUST be provided with an approved handheld four-function calculator to use during the test, as indicated in the administration script.

Glossary of Terms ePAT • Electronic Practice Assessment Tool • Allows students to practice using the computer-based platform prior to testing. • Available for download at www.FLAssessments.com/ePATs. • Download ePAT launcher separately from test content. • Accommodated ePATs are also available. Launcher is bundled with the practice test content for accommodated forms. • Scripts and instructions for downloading ePATs are under the Resources tab.

  9. Glossary of Terms Proctor Caching • Process of loading or “caching” test content locally on a computer at the school level. • Does not require a separate caching server and can run on any workstation on the network that meets minimum requirements. • Proctor Caching software is provided by Pearson. • Reduces test delays due to network congestion. • Provides students with a more seamless testing experience. • Requiredfor all FCAT/FCAT 2.0/EOC computer-based testing in Florida. • Instructions for proctor caching are provided in the Fall 2012 Reading and Mathematics Retake Technology Coordinator Guide.

What’s New for Fall 2012 FCAT Reading Retake • The FCAT Reading Retake was administered for the last time in Spring 2012. • Students who entered grade 9 in Fall 2009 and earlier and who have not yet obtained a passing score on Grade 10 FCAT Reading will now take the FCAT 2.0 Reading Retake. • Students who entered grade 9 in 2009–10 and earlier must earn an FCAT 2.0 Reading scale score of 241, which is the FCAT equivalent passing score of 300 converted to the new scale.

What’s New for Fall 2012 Technology Coordinator Guide • The Technology Coordinator sections of the manual have been removed and combined into a separate document called the Fall 2012 Reading and Mathematics Retake Technology Coordinator Guide. • The Technology Coordinator Guide is available at www.FLAssessments.com/FallRetake.

Computer-Based Test Schedule Fall 2012 Reading & Mathematics Retake Schedule *Paper-based accommodations must be completed within the first 5 days of the testing window. **Each FCAT 2.0 Reading Retake session may last no longer than half the length of a typical school day. Extended testing window for paper-based accommodations for Visually-Impaired and Hospital-Homebound Students is October 8-16, 2012. Note: Any deviation from this schedule requires written approval form the FDOE prior to implementation.

Students to be Tested Retakes • Students who have not passed the Grade 10 Reading assessment (FCAT or FCAT 2.0) required for graduation participate in the FCAT 2.0 Reading Retake. • Students who entered Grade 9 in Fall 2009 or earlier and have not yet passed the Mathematics portion of the Grade 10 FCAT participate in the FCAT Mathematics Retake.

Students to be Tested Students with Disabilities (SWD) • Eligible students with disabilities participate in the applicable Retake test(s) in one of the following with, or without accommodations, as documented on an IEP or 504 Plan. English Language Learners (ELLs) • Eligible ELLs are expected to participate in the applicable Retake test(s) no matter how long these students have been receiving services.

Florida Statute and State Board Education Rule Prohibited Activities • Reading the passages, test items, or performance tasks. • Revealing the passages, test items, or performance tasks. • Copying the passages, test items, or performance tasks. • Explaining or reading test items or passages for students. • Changing or otherwise interfering with student responses to test items. • Causing achievement of schools to be inaccurately measured or reported. • Copying or reading student responses.

Florida Statute and State Board Education Rule Prohibited Activities • Allowing students to handle secure materials before or after test administration. • Leaving secure materials unattended. • Leaving secure materials in classrooms or taking them out of the building overnight. • Administering the FCAT to family members.

  22. Electronic Devices Policy Prohibited Activities • Possession of any electronic device that reproduces, transmits, calculates, or recordsIScause for invalidation. • “Possession” is defined as “within arm’s reach,” even if the electronic device is not visible. • Students should not have cell phones in their pockets, clipped to their belts, at their desks, or anywhere they can be easily accessed during a break or testing. • Test administrators and proctors should also turn-off their electronic devices during testing.

General Security Guidelines Do • Provide secure storage • Restrict access • 3 or fewer keys • Handle secure materials, including affixing of labels in a limited-access area • Secure visual barriers on computer workstations • Maintain documentation • Chain of custody • Book assignment to students • Train test administrators and proctors • Monitor students during lunch break or extended breaks Do Not • Allow unauthorized access to materials or content • Open secure materials prior to date allowed • Allow untrained or uncertified staff to test students • Coach or provide assistance during test administration • View, review, copy, or debrief test content

What’s New for Fall 2012 Student Honor Statement • Prior to testing, students are required to read and acknowledge a Student Honor Statement that reads: “I understand that giving or receiving unauthorized help during the test is cheating and if I give or receive such help during this test, it will result in the invalidation of my test results.” • Students taking a computer-based test must read the statement and check a box beside the statement, “I agree” at the beginning of the test. In paper-based tests, a signature line appears below the Student Honor Statement.

Caveon Data Forensics • The FLDOE has contracted with Caveon Test Security to provide its Caveon Data Forensics™ for all statewide assessments. • Caveon will analyze data to identify highly unusual test results for two primary groups: • Students with extremely similar test responses; and • Schools with improbable levels of similarity, gains and/or erasures. • Flagging only the most extreme results

Test Administrator Before Testing • Sign and return an FCAT/FCAT 2.0 Test Administration and Security Agreement, which indicates that the test administrator: • Has received training • Has read the Test Security Statute and State Board Rule • Has read all applicable portions of the Test Administration Manual • Understands and agrees to adhere to all test security and administration policies and procedures • Sign and return a Test Administrator Prohibited Activities Form

  29. Test Administrator Before Testing Establish an Appropriate Setting Maintain comfortable seating, good lighting, adequate ventilation, and sufficient workspace in testing rooms. Students must not be able to easily view other students’ computer screens or test materials. Post the sign that reads TESTING—Please Do Not Disturb and display starting and stopping times as soon as testing begins. Remove or cover all visual aids in the room. Open each student workstation in the testing room to the student login screen, but do not log in for students. Display the student comment form URL, or create shortcuts on student workstations. (www.FLAssessments.com/RetakeStudentCommentForm) Ensure that you have a way to contact the technology coordinator or the school assessment coordinator without leaving the room unattended.

Test Administrator Before Testing Test Administration Manual • Use the Fall 2012 Reading & Mathematics Retake Test Administration Manual to read the test administration scripts to students. • When testing students with accommodations, you may need to modify the scripts. Review the scripts BEFORE testing begins to determine the necessary modifications. Do not interpret this as permission to paraphrase test items. • Scripts and instructions for the administration of accommodated computer-based test forms (large print, color contrast, zoom, screen reader, assistive devices) are provided in Appendix A. • Appendix D on page 201 is the CBT Test Administrator Quick Reference Guide. • Lists possible error messages students may encounter, explanations for each message, and possible solutions. • A helpful resource for test administrators during testing.

Test Administrator Before Testing Session Roster • A list of all students scheduled in a test session and includes the following information: • Test Administration • Session Name • Test to be Administered • Test Code (password) • Student Name • Florida ID Numbers • Student Birth Dates • Class information • Login ID • Session Rosters must be handled in a secure manner and returned to the school assessment coordinator immediately after each test session is completed.

Test Administrator Before Testing Required Administration Information The Session Roster may be used to verify or record most required administration information, including: • Students assigned to the room • Attendance information • Accommodations provided • Test group code • Unique security number of secure documents assigned to each student • Signatures of test administrator and school assessment coordinator and dates for when secure materials are received and returned

  34. Test Administrator Before Testing Student Authorization Tickets • The School Assessment Coordinator sections of the manual provide instructions for scheduling students into testsessions and printing Student Authorization Tickets. • For each test, each student needs a Login ID and a test code (password), which are printed on the Student Authorization Tickets. • Students will need a pen or pencil during testing to sign their tickets. • Students taking the FCAT 2.0 Reading tests will log in using the same Student Authorization Tickets for both sessions. • Give each student a ticket only AFTER all students have entered the testing room, as instructed in the script. • All tickets must be collected BEFORE students leave the testing room. • Student Authorization Tickets must be handled in a secure manner and returned to the school assessment coordinator immediately after each day of testing is completed.

Test Administrator Before Testing Seal Code • A seal code is a unique four-digit number used to allow students to access Session 2 of the computer-based FCAT 2.0 Reading test after they have completed Session 1. • TestNav and TestHear require a seal code to proceed to Session 2 on Day 2. • Seal codes will be provided in PearsonAccess, and all students in a test session will use the same seal code. • Seal codes should not be given to students until Day 2 when the Session 2 administration script is read to students. • Students are not able to return to Session 1 once they have logged in to Session 2. Students will log in using the same Student Authorization Tickets for both test sessions.

  39. Test Administrator Before Testing Sections • Sections should not be confused with Sessions. • Sections are designations within TestNav/TestHear that separate the actual test content from other content (e.g., Welcome Screen, Test Group Code).

  40. Test Administrator Before Testing Test Group Code • A test group code is a unique four-digit number used to identify a group of students testing together. • Each group of tested students in a testing room should receive a unique test group code. • School assessment coordinators will create their own unique four-digit codes and distribute test group codes to all test administrators. • Students will enter the test group code before beginning the test, as indicated in the scripts.

  42. Test Administrator Before Testing Seating Chart • An accurate seating chart must be maintained for each testing room for each test session. Seating charts must record the following information: • The room name/number • Student names and the location of students in the room during testing • The front and back of the room • Direction students are facing • Date • Session starting time • Test administrator name • Names of proctors (if applicable) • Test group code • Session name in PearsonAccess (CBT) • If students change seating or are moved to a different location during a test session, a new seating chart must be created.

  43. Test Administrator Before Testing A Security Log must be maintained for each testing room. Anyone who enters a room for the purpose of monitoring a test MUST sign the log for that testing room. Security Log

Test Administrator Before Testing Mathematics Reference Sheet • The computer-based test has a pop-up window that includes the FCAT Mathematics Retake Reference Sheet. • Paper copies are provided for ALL students taking the FCAT Mathematics Retake. • Also available at www.FLAssessments.com/FallRetakeand as a perforated sheet in Appendix E of the manual and may be photocopied if necessary. • After testing, collect all reference sheets. Package and return the used and unused worksheets in the District Assessment Coordinator ONLY box. • Used reference sheets are secure materials.

What’s New for Fall 2012 CBT Worksheet • For use with CBT Reading Tests beginning this fall • Refer to Weekly Briefing #12622 • One per student to be distributed to students at the beginning of each Reading 2.0 test session. • Test administrators must ensure that students have enough desk space to use their folders. • After testing, collect allCBT worksheets. Package and return the used and unused worksheets in the District Assessment Coordinator ONLY box. • Used worksheets are SECURE materials.

Test Administrator Before Testing Computer-Based Test Work Folders • A piece of yellow 11x17 paper folded in half with graph paper printed on the back cover used for the Mathematics test used to work the math problems. • Distributed to students at the beginning of Mathematics test sessions. • One work folder should be sufficient for each student; however, students may request additional folders. • Test administrators must ensure that students have enough desk space to use their folders. • After testing, collect all work folders. Package and return the used and unused folders in the District Assessment Coordinator ONLY box. • Used work folders are secure materials.

  47. Test Administrator Before Testing Reading Passage Booklets • Provided to eligible students taking computer-based Reading tests who have this accommodation identified in their IEPs or Section 504 plans. • Contains reading passages but do not contain test items. • Students will respond to test items on the computer. • Sessions 1 and 2 of the Reading Passage Booklets are sealed separately. Students should break the appropriate seal at the beginning of each session, according to the instructions in the administration script. • Reading Passage Booklets are secure materials and must be stored in a secure location before and after testing.

Test Administrator Before Testing Calculators TestNav • TestNav has a built-in, four-function calculator in the FCAT Mathematics Retake. • Once a student has participated in a practice test, he or she may request to use an approved handheld four-function calculator. • Test administrators should provide handheld calculators at the beginning of a test session to all students who request one, as indicated in the test administration script. TestHear • TestHear does NOT have a built-in four-function calculator. • Students taking an accommodated CBT form of the FCAT Mathematics Retake should be provided an approved handheld four-function calculator at the beginning of the test session, as indicated in the test administration script.

  50. Test Administrator During Testing Read the appropriate administration scripts VERBATIM to students. Please read the important information and adhere to the instructions between the SAY boxes. Keep accurate time for each test session and display times for students. While you may encourage students to continue working, you may not talk with them about test items or help them with their answers. If students finish the test before the allotted time for the session has elapsed, you may encourage them to go back and check their work. It is not appropriate to use cell or classroom phones, grade papers, or work on the computer during testing. Maintain test security at all times and report violations or concerns to your school assessment coordinator immediately.
