Genesis of the project among Business Users Initial issue : how to accelerate e-commerce in Europe and especially among SME ? • Lack of confidence among consumers : main brake for the development of e-commerce In the physical world, trust is brought by famous marks or adhesion to labels, certifications or norms

  3. GENESIS OF THE PROJECT • INDUSTRY proposal : to create :- A common electronic european marketplace reflexion of the existing common market  with the same level of trust • A space of visibility for european companies

BASIS • Project potentiality • TRUST : create a EU confidence zone (meta-label) for electronic commerce. • an industry-driven initiative and leadership • UNICE as a cross-industry representant: • UNICE is an Internet Business Users representant, i.e. every company represented by UNICE is a potential electronic commerce stakeholder, an Internet final user and finally, a domain name registrant

  5. UNICE MILESTONES • December 99 : e-europe initiative : dot EU to promote electronic commerce in Europe • January 00 : creation of a UNICE working group on the subject; • February 00 : UNICE answer to the public consultation • May-October 00 : UNICE part of the ISG

UNICE ’s POSITION MAIN POINTS  Dot EU objectives  a successfull tool to help to accelerate e-commerce (e-Europe initiative)  by creating a zone of confidence for e-commerce Dot EU Registry  an industry-driven initiative  policy-making functions endorsed by internet stakeholders in a consultative and representative body

  7. UNICE POSITION 1) Territorial coverage (a « zone » of confidence inside a ccTLD) 2) Level of registration 3) Code of conduct and ADR mechanisms 4) IP protection 5) Multilingual directory (based on a searchable WHOIS)

  8. REPRESENTATIVE STRUCTURE • ISG FINAL REPORT :  a policy making body will be the core of the registry organisation. It will delegate the operational functions. Its membership should be constituted by these categories :(1)Registrars, (2) ccTLD Registries, (3) the DNS Root and IP Addressing, (4)Commercial users, (5)Private and non-commercial users, (6) Public sector users • REGULATION PROPOSAL: The Commission shall designate the Registry. The registry shall be a non-for profit organization.

  9. QUESTIONS 1) Who will provide the legal structure o f the Registry (non-for profit entity) which will include the consultative forum and will be representative of the mentioned categories ? 2) Who will form the initial (interim or not) board (in the same conditions as above) of the Registry Organisation ? 3) Who will write the call of tender for the delegation of the operational structure : the commission, the board or the consultative forum ? 4) Who answers these questions if not the proposed regulation ?
